With the increasing deterioration of the global warming,the traditional development model with high energy input and high pollutants emission has been unable to adapt the current international environment.As the largest carbon emission country in the world,China has also been a typical coal-dependent country that coal resource accounts for a large percent over the years,these make China under enormous pressure by other countries to reduce carbon emission.At the same time,with the pollution of the domestic environment and frequently-occuring of the extreme environmental events,all the people in China have a strong desire to live in a better environment.So it is imperative to practice low carbon development.Accounting for the status and analyzing the impact factors of carbon emission quantity and intensity,comparing the emissions between administrative areas and regions,all of these would have some guides for China's low carbon development and sustainable development in the future.Referring to the latest researches on China's energy consumption,this study accounted the 7 sub-sectors carbon emissions in China from 2000 to 2014 and 30 administrative areas' emissions from 2003 to 2013,based on the method recommended by IPCC.All the data accounted has been the basis of the following studies.To decompose the carbon emission and carbon emission intensity,the additive and multiplicative decompositions of LMDI method were used,respectively.The results show:the continuous expansion of economic is the most important driving force of the carbon emission growth;and the adjustment of energy structure and the upgrading of industrial structure have a little impact on emission;but the industrial structure effect is changing negative gradually;the technology effect represented by the energy intensity inhibits the growth of carbon emissions to a certain extent.By the comparative analysis between regions,the study found that although regions in China differ obviously,carbon emissions are similar for administrative areas with similar resource endowments and economic developments.While the "Four Major Economic Plates" strategy based on the geographical location may not reflect this situation.So the study carried out clustering analysis of 30 administrative areas,choosing 3 variables that influence the carbon emission intensity from LMDI decomposition analysis.It re-divided the 30 areas into four categories,and then proposed different reduction policies for every category.By the empirical analysis above,this study finally proposed four suggestions for China's carbon reduction policies:improve the carbon emissions inventory system,adjust industrial structure by different regions and sectors,exert the full negative impact of the technology,and set the differentiated carbon reduction target.
