The Study Of Collaborative Management Of The Integrated Ecosystem In Coal Mining Area

Coal resources in our country's energy structure occupies a considerable proportion.It is the energy foundation for the steady development of national economy.However,the process of exploitation of coal resources caused serious problems of ecological environment.The coal mining area integrated ecosystem health has been seriously affected,it is not only the problem of coal mining technology,but also ecological management problems.This paper based on the analysis of coal mining area economic subsystem,resources,society and ecological coal mining area ecological management and the analysis of the relationship between stakeholders,from the perspective of collaborative management of coal mining area,study lessons from the advanced research results both at home and abroad,comprehensive application of integrated ecosystem management theory,sustainable development theory,coordination theory for coal mining area integrated ecosystem management system research,depend on the study above to design the coal mining area integrated ecosystem of collaborative management mechanisms,it will have great practical and theoretical significance.Based on the coal mining area integrated ecosystem management theory,analysis and study the coal mining area integrated ecosystem management connotation and characteristics,establish the coal mining area integrated ecosystem management framework: within the scope of the whole mining area,in the large scale and long time scales study the interaction between subsystems,defined the coal mining area integrated ecosystem management stakeholders as the residents,local governments and the coal enterprise.explore the key problem of collaborative management of the coal mining area ecological management have three aspect,they are environment problems,the rights liability status and force of the subject of egulation and supervision,the conflicts between stakeholders.Based on the synergetic theory,the assessment model for Collaborative management of integrated ecosystem in mining area is given,the parameters index system of collaborative management is established by analyzing the influence factors of the ecosystem management.The comprehensive indexes are composed by using the method of AHP and Entropy.The order parameters are chosen,and the synergy degree is evaluated by the assessment model.Original data from Longkou mining area during 2005 to 2014 is employed to proceed empirical study.The conclusion reaches that ecological parameter is employed as the order parameter.The mining area ecosystem management and the development of local economy has been formed synergies,but the level of synergy is not high.The coordination degree of the mining area integrated ecosystem is increasing,but the effect of social subsystem and the government to the synergy of integrated ecosystem is not obvious,needs to be further improved.Applying the management synergy theory,based on the endogenous power for the sustainable development of mining area,according to the assessment of the gap between the expect level and the practical level of coal mining area integrated ecosystem management to establish the formation mechanism of the collaborative management,and analysis the restricting factors in the implementation of coal mining management expected goals at the same time.Above all the behaviors of the coal mining area stakeholders from the aspects of objective synergy,subjects synergy,means cooperation synergy,the participation of the public,the establish of the information feedback platform,the support of capital and technology and so on,and on the basis of the above to establish the collaborative management realization mechanisms of the coal mining area integrated ecosystem.In order to prompt the smooth implementation of collaborative management mechanism,to set up the constraint mechanism throughout the formation mechanism and realization mechanism,including the present situation assessment system of the coal mining area ecological management,laws,regulations,residents' supervision and other constraints,in order to improve the state of coal mining area integrated ecosystem management together.
