Research On The Management Mechanism Of Complex Ecosystem Management In Coal Mining Areas Based On Evolutionary Game

Coal mining area as the major one-off energy raw material suppliers, has been promoted the development of the coal industry, and supported the development of regional economy,but also brought a series of environmental problems,such as land subsidence,vegetation destruction, groundwater contamination, soil erosion. Based on integrated ecosystem theory and evolutionary game theory, analyzing the strategy evolution as well as its influencing factors of mining stakeholders from the perspective of coal mining ecological restoration and ecological compensation, and designing coal mining integrated ecosystem management regulation mechanism to promote coal mine integrated ecosystem health, has important theoretical and practical significance.Based on integrated ecosystem theory, systematically discussing coal mining composition structure and functional characteristics of each subsystem of resourceseconomy-society-environment integrated ecosystem, studying interest demands and interest conflict related to the management stakeholders, environmental governance ecological restoration and compensation management are key factors.Evolutionary game theory was systematically discussed, on the basis of the implementation of ecological restoration deposit system, establishing evolutionary game model between local government environmental regulators and coal enterprises, studying the relationship between coal enterprises restoration proportion and the government regulatory efforts, as well as key factors of the optimal equilibrium system. At the end, selecting Longkou mining as empirical research.The major conflict between coal mining enterprises and local residents is the amount of compensation, based on non-cooperative bargaining game theory, constructing bargaining model with incomplete compensation information between coal mining enterprises and local residents under no third party involved. The result was that the system was unable to reach a mutually satisfactory status, all tend to have the authority of a third-party intervention, the introduction of ecological compensation assessment centers, implementing the compensation scheme, while introducing restraint mechanism of local governments to discuss the key factors to the optimal state.From ecological restoration mechanism, ecological compensation mechanism, regulatory constraints mechanism, incentive mechanism, expression mechanism, exploring regulatory mechanism of coal mining integrated ecosystem to prompt local government environmental regulators playing an active role in guiding and monitoring, coal mining enterprises actively carrying out ecological restoration and environmental governance, coal mining residents safeguarding their legitimate rights to monitor mine ecological restoration and reconstruction.
