Study On Management Mechanism Of Rural Domestic Waste

In recent years,due to the rapid development of social economy in our country,rural area economy also fly,which along with the rural garbage problem also emerges to open,with the aggravation of rural living garbage pollution,the harm is also apparent,rural living garbage pollution,not only damaged the rural environment,destruction of the rural water resources,land resources and air resources,meanwhile,it is harmful to the human health,and also prevent the development of rural economy.The contents of this paper include four aspects:First,this paper describes the management mechanism of rural domestic waste from the dynamic mechanism,organizational structure and constraints of three aspects.This paper expounds the theoretical basis of the management of rural domestic garbage and from the management mechanism theory,the theory of public goods supply and the new public service theory.Second,this paper summarizes the existing problems of rural waste management from the government's awareness of rural waste management is weak,the lack of grass-roots management of rural living garbage,rural waste management is poor and the management of rural living garbage disorder in four areas.This paper analyzes the causes of rural waste management problems,such as the lack of government's driving force for rural solid waste management,the unsound structure of rural living garbage management system,the backwardness of management mode of rural domestic refuse and the unsound management system of rural domestic garbage.Thirdly,this paper summarizes the domestic and international experiences and lessons from rural domestic waste management.It is based on the experience of rural waste disposal in Germany,Japan and the United States,and the successful experience of some domestic and suburban rural waste management in China.Finally,this paper puts forward the strategy and route choice of rural waste management from strengthening the motive mechanism of renewing management,perfecting the system of rural waste management organization structure,introducing the market power,optimizing the operation mode of rural domestic waste management and increasing the investment to improve rural domestic waste management The establishment of a sound system of laws and regulations to improve therestraint mechanism and the introduction of social forces to strengthen supervision and supervision of six aspects.The main research methods in this paper include literature research,inductive deduction and questionnaire survey.
