Research On The Legal System Of The Classification Of Urban Domestic Waste In China

The problem of municipal solid waste is gradually produced with the progress of urbanization.With the concentration of a large number of population,the rapid development of economy and society,the level of consumption continuously upgrade,the number and types of municipal solid waste are in the growing,even has exceeded the ecological environment and the social environment can digest the range of values,the negative effects of urban living garbage has seriously affected the ecological environment and people’s living space,city life garbage treatment is with everyone’s daily life are closely related to the problem.In April 24,2014,the twelve session of the eighth meeting of the NPC Standing Committee voted through the "environmental protection law amendment",the new law has been implemented in January 1,2015,the promulgation and implementation of the new law is not only the basic law for the first time in 25 years to amend the law,so that environmental law with the times to build a beautiful China to provide legal protection.This paper starts from the new "environmental protection law",through the research on the related legal issues of city garbage classification,combined with the current development characteristics of city garbage under the background,in-depth analysis of the classification of city life garbage disposal leak in the system of laws and regulations in developed countries,summarizes the classification of city life garbage disposal of the relevant legislation experience for our country at present in the legislative loopholes in garbage classification,management system is not perfect,the best way to actively seek to solve the contradiction between natural resources and economic development,gradually improve the legislation of city life garbage disposal,construction of harmony between man and nature of ecological civilization,building a recycling society with China characteristics.Besides the introduction and conclusion this paper consists of four chapters.The first chapter introduces the definition and classification of municipal solid waste and the current situation of the present.The second chapter lists a part of city garbage classification of the relevant laws and regulations and find the lack of classification of city garbage disposal legal system in ChinaThe third chapter is the analysis of the developed countries such as USA and Japan,the laws and regulations of city garbage classification processing and related technical experience and Enlightenment to improve the legal system of our country city life garbage classification.The fourth chapter begins to change from the legislative concept,through the improvement of legislation at the national level,to strengthen the construction of local laws and regulations,improve the management system,pay attention to the guiding role of the government to improve the public awareness of environmental protection,implementation of garbage disposal system,to create a national environmental environment.
