The trend of global disaster governance is to advocate the government,the enterprises and the non-governmental organizations play a role together.The occurrence of 9.11,hurricane Katrina and Wenchuan earthquake highlight the role of the private sector in disaster management,thus public-private-partnership begins to enter people's vision.The theories brought by Professor E.S.Savas and Professor Lester M.Salamon are representative in the field of public-private-partnership.However,both of them had limitations.First of all,both were not relative with the partnership among the government,the non-governmental organizations and the enterprises,and this would limit the scope of public-private-partnership;Second,both were under the background of the United States,and the role of guiding China should be rethought;Third,both were aimed at the supply of public service and public products,and the applicability for disaster management should be rethought.Therefore,based on the problems existed in the typical theories of public-private-partnership,the paper tries to build a public-private-partnership framework in disaster management.Using the classification method,the framework classifies the participants into government,non-governmental organizations and enterprises,protocol type into formal agreements and informal agreements,partnership property into responsive partnership and strategic partnership.Under the framework,using the explanatory,mufti-level case study method,the paper analyses the public-private-partnership in Lushan earthquake.In the end,we get the conclusion that public-private-partnership in Lushan earthquake has single cooperation main body type;ignores the government agreements;lacks the strategy.Besides,the reasons are the lack of regulations and policies,coordination mechanism and service platform;the lack of real equality between the public sector and the private sector;the participants attachelittle importance to the ability of disaster management;the disaster management of private sector is not connected with the strategic advantages.The overall goal of cooperation in disaster is the normalized,institutionalized,professional and strategic.And its path is to perfect the public policy system;optimize the construction between the government and the private sector;strengthen the disaster management foundation of the participants;strengthen the ability for participation in disaster based on the strategic advantages.
