Research On Cost Management Of Environmental Sanitation Operation Project In Y City Based On PPP Mode

Urban environmental problems are becoming increasingly prominent.The rapid growth of municipal solid waste(MSW)not only brings enormous pollution to the ecological environment,but also adds more trouble to the city.However,the drawbacks brought by the traditional government-led and trunk-based environmental management model are gradually manifested:insufficient funds,low popularization rate of mechanization,backward treatment technology,inefficient operation and other issues are becoming increasingly prominent,so the government-led model has begun to fail to meet the needs of modern urban refuse management.In order to solve the problems of single investor,insufficient investment and low popularization rate of mechanization in sanitation garbage disposal,it has become an inevitable trend to implement the market-oriented reform of sanitation service industry.To this end,the Ministry of Finance and other four departments jointly issued a document in July 2017,clearly put forward that the sewage,garbage treatment field to adopt the PPP model,PPP model from the garbage treatment field to the upstream sanitation field extension.Influenced by the PPP model and government policies,in order to seek greater development under the general trend of "government guidance,social participation,market operation",in addition to the necessary technology leading,capital is abundant,management plays an increasingly important role in it.In this paper,H company's environmental sanitation operation project in Y city is selected as a case study to study the project cost management of environmental sanitation operation project.Through cost control in the four stages of investment stage,financing stage,construction stage and operation and maintenance,the sustainable operation and long-term expectation of environmental sanitation operation project in Y city can be improved.Efficiency.Combining with the characteristics of environmental sanitation market-oriented operation(PPP)project,this paper uses earned value method,WBS decomposition method and SWOT analysis method to find out the advantages,disadvantages,opportunities and threats of the whole life cycle of Y city's environmental sanitation operation project.Combined with WBS task decomposition package,the paper puts forward improvement measures and suggestions for the existing problems.The direct result of cost management is to reduce costs and increase profits,so as to further improve the management level of enterprises,improve the economic efficiency of enterprises and enhance the core competitiveness of enterprises.It provides a reference basis for cost management of similar market operation projects in the future.
