The optimization of industrial structure is an important factor of affecting resources,environment and economic development.Based on the situation of 13 th Five-Year Plan of the environmental protection,studying the internal relation between environmental regulation and industrial structure is of great significance to promote the supply side structural reforms.The accurate measurement of environmental regulation directly influence on the reliability of the empirical analysis.At first,this paper reviews the research literature of environmental regulation measurement,and pointed out that there are two potential problems: multidimensionality and comparability.The diversity of the regulation policy and pollutants caused the problem of multidimensionality,and the problem of comparability is mainly caused by inconsistent intensity from regional industry structure and pollution discharge.However,a large number of literature tend to ignore the above two problems,the measuring result lack of convincing,even may cause disruptive empirical results,Therefore,this paper constructed an amendatory index of environmental regulation measurement,the cost of unit pollutant,to solve the problem of comparability;and using the extreme entropy value method calculates the weight of distribution to solve the problem of multidimensionality,then,calculate the regional amendatory index intensity of environmental regulation.On this basis,by using the panel data of China's 30 provinces from 2000 to 2014 analyzes the present situation of industrial structure in China,this paper tests the effectiveness if environmental regulation could promote upgrading of industrial structure,and considering variable lag endogenous problems in the research process,at last,using the dynamic threshold model and GMM estimation to test the nonlinear relationship and if there is a reversed force mechanism between them.The results of the study show that: The results of the per unit output on pollution control investment index system will overestimate the environmental regulation of the pollution intensive region,and underestimate the clean intensive region.There happened a large deviation on the regional environmental regulation ranking and time trend by an amendatory index;The environmental regulation can effectively promote the upgrading of industrial structure under dynamic perspective,but there is a phase lag effect;when use environmental regulation as threshold variables,the impact on industrial structure upgrade from environmental regulation is not monotonously,but appears an positive “U” type nonlinear relationship with significant double threshold characteristics,On the other hand,with the environmental regulation to increase gradually,environmental regulation will restrain industrial structure upgrade and then turn to promote it.That is,the weak intensity of environmental regulation is not helpful for industrial structure upgrade;when the intensity of environmental regulation over the first threshold value,the reversed transmission effect gradually appeared;when continue to improve intensity of environmental regulation over the second threshold,the reversed transmission marginal coefficient increased significantly.The sample group results show that most of China's environmental regulation intensity is still weakly,the government should further enhance the intensity of environmental regulation on industrial structure to achieve the purpose of supply side structural reform;In addition,the present stage of industrial investment structure and foreign investment is not conducive to industrial structure upgrade,adjusting the industrial investment structure and screening the foreign investment will also be a highly effective method to industrial structure upgrade.
