The current serious energy consumption, pollution of the environment need to be addressed,as a huge energy consumption and co2 emissions, one of the fastest growing industries in transportation industry bear the brunt."Much starker choices-and graver consequences-in planning and development outline" clearly mentioned that we should establish low carbon green, clean and efficient new transportation system, therefore, under the background of the research of China's transportation industry total factor productivity has far-reaching significance. In this paper, the research contents mainly include:(1)through the DEA-Malmquist method to measure the carbon emissions constraints in 2000-2013 total factor productivity of the transportation industry in our country, has carried on the comparative analysis, the interannual and interregional all at the same time will have been measured to productivity and not considering the total factor productivity of carbon emissions constraints has carried on the comparative study.Selection(2)the level of opening to the outside world, the degree of industrialization, institutional factors, the degree of government support, the condition of transportation infrastructure, energy structure and so on six big index as explained variable to the analysis of carbon emissions constraints the influence degree of the transportation industry in our country.(3)use the sigma convergence, absolute convergence and conditional beta convergence and convergent economic convergence method to test the carbon emissions constraints such as the convergence of China's transportation industry.Research conclusion of this paper are mainly:(1)carbon emissions constraints transportation industry of the country's total factor productivity in present stage characteristics, can be divided into four stages;Technological progress is the main motivations of all elements of the transportation industry in our country, the technical efficiency index to a certain extent, inhibit the transportation industry in our country the improvement of total factor productivity;Carbon emissions constraints of China's regional transportation total factor productivity difference obvious, the main reason lies in the technical progress and technical efficiency index differences; If the undesired ignore the energy input and carbon dioxide output, the artificially high total factor productivity, the distortion is the result.(2)the level of opening to the outside world, the degree of industrialization process, government support, transport infrastructure conditions and energy structure for the transportation of the nation's total factor productivity, has the positive role of institutional factors is inhibiting the carbon emissions constraints under the national transport total factor productivity, but the above indicators for regional influence degree are different.(3)carbon emissions constraints transportation industry in our country there are sigma convergence, absolute convergence and conditional convergence, but there is no club convergence. In order to realize the sustainable development of China's transportation industry, transportation industry in our country must carry on the transformation of green, low carbon, intensive development path,to improve the efficiency of the use of new energy and renewable energy, strengthen transportation industry informatization construction, strengthening the regional technical cooperation, establish long-term effective mechanism of communication between various regions, strengthen technological innovation, improve the level of opening to the outside world, optimize energy structure, establish a modern system of renewable resources recycling of the waste, realize transportation cycle of economic development.
