Research On Intergovernmental Cooperation Of Haze Governance In Beijing-Tianjin-Hebei

In recent years,in many areas of China,there has been a large-scale and continuous haze weather,and the haze in area of Beijing,Tianjin and Hebei are very representative.Haze,which is becoming more and more serious,threatens people's life and health,and gradually becomes a sensitive issue to politics,society and even the world.Haze pollution reflects not only environmental problems,livelihood issues and development issues,but also involves in diversified governance issues with a deep level.The nature of transboundary air pollution determines that effective environmental management can not take the pattern of governance with divide and rule,haze governance can not be artificial division of administrative divisions as the limit.Intergovernmental cooperative governance has become the only choice to solve the problem of controlling haze in area of Beijing-Tianjin-Hebei.At the same time,under the background of the modernization of national governance system and governance capacity,under the concept of green ecological civilization,under the background of national efforts to promote the integration of Beijing-Tianjin-Hebei.It is of great theoretical and practical significance to study the intergovernmental cooperation of haze governance in Beijing-Tianjin-Hebei.This paper analyzes the natural causes of haze pollution from the topographic climate and main pollution sources of haze in Beijing-Tianjin-Hebei,and probes into the government responsibility of haze in Beijing-Tianjin-Hebei.The policy and practice of intergovernmental cooperation and development of haze governance in Beijing-Tianjin-Hebei are combed.This paper summarizes the current measures of intergovernmental cooperation of haze governance in Beijing-Tianjin-Hebei from the aspects of focusing environment,movers,rules and systems,focusing process,focusing organization and so on.We can confirm the determination and achievements of the central government and the Beijing-Tianjin-Hebei government to govern haze.However,there are still many problems in the process of intergovernmental cooperation of haze governance in Beijing-Tianjin-Hebei,including the lack of authoritative departments in vertical cooperation,the unclear powers and responsibilities of local governments and the central government,and the unitary governance structure of horizontal cooperation,the main body of governance is independent,the system and rules are not systematic,the internal rules and regulations of the organization are not perfect,and the supervision of the cooperation process is weak.On the basis of summing up the experience of intergovernmental cooperation of haze governance in abroad,this paper puts forward some suggestions on how to improve the intergovernmental cooperation of haze governance in Beijing-Tianjin-Hebei.In promoting vertical intergovernmental cooperation,the terms of reference of the central and local governments should be clarified and regional coordinating committees of the central Government should be established.In strengthening horizontal intergovernmental cooperation,we should understand the role of different types of subjects,organizations and institutions in haze governance,set up a coordinating committee in the area of Beijing-Tianjin-Hebeik,and attach importance to the significance of institutions and rules in environmental governance.It also emphasizes the"implementability" of rules and systems,and gradually forms a new situation of promoting citizens,enterprises and governments to abide by the law consciously,and the organizational capacity building of the environment is the guarantee.In"Four places in three regions",that is,the central government and Beijing-Tianjin-Hebei,a perfect system of government cooperation has been established to promote intergovernmental cooperation vertically and horizontally,to achieve the harmonious and sustainable development of environment,politics,economy,society and ecology,and to build a beautiful China.
