Developmental Strategy Study Of Sunan Rural Environmental Governance

South of Jiangsu,is one of the most developed regions in China.In recent decades,the process of its rural environmental governance has been verified in accordance with a Kuznets "inverted U" curve.In the early and middle period of development.The development without planning,that introduced a large number of manufacturing factories.The rapid development of economy made South of Jiangsu's per capita GDP to be ahead of China.And created "South of Jiangsu model" which hotly talked about in nineteen years in China.However,the extensive development of GDP often seems bloody.Along with the economic increase,the rural environment was deteriorated.The rural ecological environment in this area was dirty.Messy leaded to high incidence of disease,and caused a series of environmental crisis.In 1990s,the development of South of Jiangsu encountered a bottleneck.The growth rate slowed down.But the government of South of Jiangsu began to study the excellent experience of other areas,token advantage of their own location.And then began to transition which made the economic development of the high speed again.Recognizing the importance of rural environmental governance,the government of South of Jiangsu started to increase the intensity of environmental governance.The formulation of policies and regulations,public finances investment,talent and technology introduction of the made southern Jiangsu rural environmental quality quickly reached the inflection point.Then environment quality has been in a period of rise,people's satisfaction of the quality of the environment was also increasing year by year.This is not only can be seen from the ecological award about the South of Jiangsu area.It also can be seen by the intuitive feelings in the South of Jiangsu area.So I think,South of Jiangsu's today may be the other parts of our country's tomorrow.Such like North of Jiangsu,West of Zhejiang and some areas in central and western china.These areas are obviously in the early development period like South of Jiangsu.Which saw highly of GDP development,then introduced a large number of high-polluting and highly discharged factories.The regional environmental quality is declining.As knowing that these areas should make great efforts to solve the problem in nowadays,why not work in the early stage,to make a good foundation for the sustainable development of the region.So I borrowed excellent experience from the United States,South Korea,Zhejiang Province,Jiangxi Province,then used analysis of the historical experience about rural environment in the south of Jiangsu Province.And summed up the box of experience,which called the development strategy set of a southern Jiangsu rural environmental governance,also known as the "POTIC" strategy set.By the on-the-spot investigation of the representative city Kunshan,which actual state's rural environmental governance proposed "POTIC" strategy set.Then I design the green distance calculation and design ecological cycle coefficient of the area,to modify the "POTIC" strategy set.In order to strengthen the governance of rural environment in other areas in South of Jiangsu,and help all the rural areas in China which are in urgently need for environmental governance.
