Study On The Effectiveness And Mechanism Of Public Participation In Planning And Construction Of Polluting NIMBY Facilities

With the development of human urbanization and the continuous expansion of urban scale,more and more public service facilities are needed to meet the needs of urban residents.However,some of these facilities have certain pollution characteristics(such as waste incineration power plant),will cause damage to the interests of nearby residents.There is a public effect on a certain area as a whole,which may cause the direct threat of pollution to residents near the facility,and the need for nearby residents to bear the other areas of residents do not have to bear the negative external costs,the public is opposed to the establishment of public facilities that are polluting NIMBY(Not in My Back Yard)facilities.Effective public participation can protect the public interest from damage and improve the scientific and rationality of decision-making in the process of planning and construction of polluting NIMBY facilities.Therefore,it is very important to scientifically and accurately measure the effectiveness of public participation in the planning and construction of polluting NIMBY facilities and how to design public participation mechanism and improve the effectiveness of public participation.Firstly,on the basis of identifying and screening the seventeen influencing factors and the four hidden variables of the effectiveness of public participation,it will establish the evaluation index system of effectiveness of public participation in planning and construction of polluting NIMBY facilities.The index system is the only indicator of the effectiveness of public participation in the planning and construction of polluting NIMBY facilities at the overall target level.The system standard layer in this evaluation system includes participation in the subjec,participation in the process,participation in the results,participation in the environment,and also,the basic index layer contains seventeen concrete indexes,such as,participation in public representation,applicability of public participation,public opinion to the extent of decision-making,project information disclosure.Secondly,based on the evaluation index system constructed before and the thinking of quantitative analysis and objective evaluation,using the combination of the qualitative and quantitative conversion model of cloud model and objective weight calculation of gray relational degree method of research methods,it will establish the CM-GRA integrated model of the evaluation of effectiveness of public participation in the planning and construction of polluting NIMBY facilities.Thirdly,In order to further evaluate and simulate the actual situation of the effectiveness of public participation in the planning and construction of polluting NIMBY facilities,the paper is based on the questionnaire of the public participation effectiveness of the waste incineration power plant project in Taiyuan,the evaluation cloud and weight of each level index of the evaluation index system of effectiveness of public participation were calculated by the data processing of CM-GRA integration model.Based on the evaluation criteria and the weights of the seven criteria index and the evaluation index of the seventeen basic index layers,the author compares the digital features and the weights of the cloud model to determine the weak links and important links of public participation.The results of case analysis show that the effectiveness of public participation in the project is generally the same,and the CM-GRA integration model has good applicability and operability to this problem.Finally,according to the evaluation index system at all levels of indicators of the evaluation cloud,this thesis will uncover the restriction factors of effectiveness of public participation from the meso level.Then,based on the weights of each level index,in order to carry out public participation in the promotion mechanism design from " Participate in the results improvement mechanism "," Participate in the subject of quality improvement mechanism"," Participate in process optimization mechanisms "," Participate in environmental improvement mechanism ".In summary,this paper is based on the research results of polluting NIMBY facilities and public participation theory,through the establishment of evaluation index system of effectiveness of public participation in the planning and construction of polluting NIMBY facilities,CM-GRA integrated model construction,case analysis and public participation promotion mechanism,so as to provide a positive reference for the study of the effectiveness and mechanism of public participation in planning and construction of polluting NIMBY facilities.
