As a public service infrastructure,the NIMBY has obvious negative externalities and imbalance of cost and income,and its benefits are shared by the whole society,but the negative effects are only borne by residents living in the vicinity,so local residents may be opposed to the construction of neighbouring facilities.At present,with the continuous progress of China's urbanization and the continuous improvement of public awareness of environmental protection and safeguarding rights,the issue of NIMBY conflict has become increasingly prominent,especially the “environmental pollution” of NIMBY,the NIMBY conflict have frequently arisen in recent years.The essence is that the public's right to know,participation,and supervision have not been fully respected and guaranteed in the decision-making process of the NIMBY,and the public is excluded from the decision-making of the project,which can easily stimulate public's negative emotions and then take irrational resistance behavior.It can be seen that public participation is an important means to solve the NIMBY conflict.From the actual situation in China,the emphasis on public participation has been significantly improved at present,but the relevant laws and regulations are not stronger,and the public participation willingness is insufficient and the participation enthusiasm is low,and most of them are passive participation.In view of this,this paper,from the perspective of the public individual,takes the “theory of planned behavior” as the research framework and use SEM to studies the behavior intention of public participation in decision-making of polluting NIMBY facilities,which helps to guide the public from “passive participation” to “active participation” and “passive participation” to “active participation”.Firstly,the paper clearly defines the concept of polluting NIMBY facilities,public participation,behavior intentions and behavior intention of public participation,and elaborates the relevant theories,including theory of planned behavior,participatory democracy theory and stakeholder theory,which lay a theoretical foundation for the following research contents.Secondly,based on the research framework of theory of planned behavior,this paper analyzes the degree of influence of behavioral attitude,subjective norm,and perceived beahvioral control on the behavioral intention from the level of public participation behavior intention.At the same time,based on the study of public participation behavior in NIMBY decision and other related areas,this paper combines the features of polluting NIMBY facilities and further explores the main influencing factors of behavioral attitude,subjective norm,and perceived beahvioral control.On this basis,this paper constructs a “behavior intention model of public participation in decision-making of polluting NIMBY facilities”.Thirdly,based on the theoretical model and survey data,the structural equation modeling was used to carry out confirmatory factor analysis,fit testing of model,path analysis and hypothesis testing by AMOS 21.0 software.The results show that behavioral attitude,perceived behavioral control,and subjective norm all have a positive effect on the behavior intention of public participation,and the degree of influence decreases in turn.Meanwhile,perceived beahvioral control and subjective norm also indirectly influence public participation behavior intentions through behavioral attitude.Among them,the dominant factor affecting the behavior attitude is the benefit factor,and the dominant factor affecting the subjective norm is external guidance,and the dominant factor affecting perceived beahvioral control is the guarantee condition.Finally,the relevant suggestions are proposed,based on the results of the model analysis and importance of factor,including actively cultivating the public's positive attitude towards participation.The first step is to strengthen the public's positive attitude towards participation by promoting the benefits of public participation activities,establishing a reasonable reward mechanism,and expressing sincerity in respecting public opinions and accepting supervision.The second step is to enhancing the public's ability of perceived beahvioral control by improving the channel and ensuring the degree of information disclosure,improving the construction of related supporting systems,and developing promoting the public qualities and capabilities.The second step is to increasing the influence of subjective norm by fostering civil professional environmental protection organizations and strengthening the credibility of governments and communities in order to help better guide public participation.
