Study On The Selection Method And Countermeasure Of Public Representatives In The Planning Of Polluting Nimby Facilities

As China enters a new stage of industrialization and urbanization,polluting NIMBY(Not in My Back Yard)facilities have become an indispensable project for economic development and urban construction.However,polluting NIMBY facilities have brought a series of problems due to their negative externalities and asymmetry of income and cost,which have seriously affected social stability and economic development.Therefore,the establishment and improvement of the governance mechanism for avoiding problems is not only necessary to maintain social harmony and stability,but also to promote the stable development of the economy.It is also an important guarantee for promoting the building of the legal system and realizing democratic politics.At present,the introduction of public participation in the process of governance avoidance is considered to be one of the effective paths.At the same time,public participation has been carried out in urban planning and environmental assessment at home and abroad.Many scholars have begun to explore and study the problem of public participation in the planning of polluting NIMBY facilities,in order to provide theoretical basis and support for the design of public participation mechanism in the planning of polluting NIMBY facilities,and then effectively solve the problems caused by polluting NIMBY facilities.However,the research on public participation in the planning of polluting NIMBY facilities in China is mostly institutional analysis and influencing factors analysis at the macro level.There are few studies on practical operability guidance.Therefore,from the microscopic point of view,this paper focuses on the selection methods and countermeasures of public representatives in the planning of polluting NIMBY facilities.The specific research is as follows:First of all,this paper defines the concept of polluting NIMBY facilities,public participation representatives and selection systems,combs and summarizes the domestic and foreign research,and interprets the relevant theories,so as to lay a theoretical foundation for the whole research.Then,on the basis of analyzing and discussing the representative selection system of public participation in some developed countries and typical representative selection cases in China,this paper summarizes the necessity and practical dilemma of public participation in representative selection in the planning of polluting NIMBY facilities,and then constructs the framework of public participation representative selection systems in the planning of polluting NIMBY facilities.Secondly,according to the research idea of "Document Research Method?Preliminary Construction of the indicator system?Expert Investigation Method?Establishment of the indicator system",the criterion indicator system for selecting public participation representatives in the planning of polluting NIMBY facilities is established by combining qualitative and quantitative methods.Thirdly,the "cloud model + grey relational analysis" is used to construct the public participation representative selection model in the planning of polluting NIMBY facilities.The single-rule uncertainty reasoning of the cloud model is used to quantify the evaluation targets of the selected objects,and the grey relational analysis is used to comprehensively evaluate the selected objects.Finally,from the four aspects:optimizing the core elements of the public representative selection system,improving the public representatives' selection of information disclosure and supervision system,establishing the public awareness and ability training system and improving the legal system of the public representatives,this paper puts forward some countermeasures and suggestions for improving the public representatives' selection in the planning of polluting NIMBY facilities.This paper constructs the evaluation index system and model of public representatives in the planning of polluting NIMBY facilities,provides a new method for the selection of public participation representatives in the planning of polluting NIMBY facilities in practice,and provides a useful reference for the design of public participation representatives selection mechanism in the planning of polluting NIMBY facilities in theory.
