Study On The Game Of Public Participation Behavior In The Planning And Construction Of The Pollution NIMBY Facilities

With the accelerated process of urbanization in China,a series of needs which can maintain the steady development of urban economy and possess public facilities of the daily life is increasing,such as waste treatment stations,sewage treatment plants,power plants and other facilities has been adopted by the government.The pollution of the facilities could take welfare to public,but the pollution of the facilities has had a bad influence on the public.It is quite easy for the public to protest,which make some troubles to the implementation and management of public policy.The management experiences of foreign NIMBY and academic research has shown that the public participation is one of the most effective ways to alleviate the conflict.However,the lacks of public expertise,unpredictability of public behavior and other issues have brought great challenges to the government and relevant departments.In view of this,based on the perspective of behavioral science,exploring the behavior evolution process and characteristics of public,investment enterprise and government in the planning and construction of the pollution NIMBY facilities,and summarize the key factors affecting the behavior of the subject,which is not only been good references by government departments to develop Public participation strategy and provide a useful reference,but also help to ensure the democratization and scientific of the planning and construction of the pollution NIMBY facilities,and thus continue to promote the sustainable development of pollution NIMBY facilities.First of all,the paper summarizes the connotation and characteristics of the NIMBY facilities and the causes of the group events of the NIMBY facilities.It not only analyzes the connotation and current situation of the public participation in the pollution NIMBY facilities but also discusses the basis of the public participation in the pollution NIMBY facilities.Based on the characteristics of public participation in the planning and construction of the pollution NIMBY facilities,the evolutionary game theory is selected to study the public participation behavior.The paper analyzes the traditional game theory,ESS of evolutionary game theory,dynamic differential replication and the theory of solving the model,which can provide the basis for further research.Secondly,based on the main game parts of the government,the public and the investment enterprises,the paper makes evolutionary game models of the public,the government and the investment enterprise,the public and the investment enterprise.Based on the hypothesis of the comparison between the parameters,the paper analysis the evolutionary process of the government behavior,public behavior and investment enterprises behavior at different situations.Combining with the stability analysis of the evolutionary game between the public,the government and the investment enterprises,the paper summarizes the cost of public participation,the incremental benefits of public participation,the cost of government regulation,the punishment of the government,the cost of the investment enterprises to consider the public interest,The loss of group events to the investment enterprises and other factors affect the behavior of the participants.Finally,based on the evolutionary game analysis results,according to the behavior characteristics of the government,the public and the investment enterprises,the countermeasures and suggestions wear put forward to alleviate the pollution NIMBY conflict.From the perspective of public participation,the paper points that the government should establish and improve the system of public participation,stimulate public participation,establish and improve the mechanism of compensation and information disclosure,and encourage public participation.Besides,the public should enhance the awareness of participation,strengthen the sense of social responsibility and promote public participation in the system of three aspects to enhance the self initiative.From the perspective of guiding the investment enterprises to actively cooperate with improving the effectiveness of public participation,this paper proposes to establish a government,public and social organizations in collaboration with the regulatory system to enhance supervision,investment enterprises should strengthen the integrity of building and social responsibility in two ways to enhance self-awareness of public participation.
