Research On The Application Of PPP Model In Urban Solid Waste Treatment Project

China enter after twenty-first Century,with the rapid development of the national economy,accelerate the progress of city,but facing new problems,city life garbage rapid rise,caused by the disposal of social conflicts is increasing,these problems need to develop new measures to solve them.Because of the large population and high garbage production,the cost of domestic waste is very large.Then the traditional "public sector contracting" urban garbage disposal mode brings about the problems of insufficient state subsidies,backward technology and low efficiency.In order to solve the city garbage disposal project of sanitation obsolete infrastructure,construction funds and less investment,construction and operation of governance of single subject,low efficiency problems,city life garbage disposal market reform is urgently needed.In recent years,the PPP model has been vigorously promoted in China,providing a new model for the infrastructure construction in china.In the PPP model,the public sector and the private sector are in partnership,and this new relationship allows the public sector and the private sector in an equal position,rather than the dominant position of the public sector.The public sector in the PPP model,pay more attention to the role of supervision and coordination,while the private sector is responsible for the construction of the project and the latter operation tasks.So that both public and private parties can make use of their respective advantages to maximize the efficiency of cooperation.Private sector to use its own management technology and advanced facilities and other advantages,and strive to achieve the public sector project requirements for the community to produce high-quality public goods and services.The public sector to ensure that the private sector in accordance with the work of the appropriate financial subsidies and support of the private sector to ensure the interests of the private sector.Generally speaking,the cooperation between the public sector and the private sector can not only reduce the financial pressure,but also make full use of the management technology of social capital and the advantages of capital.Therefore,it is of great significance to study the application of PPP project in municipal solid waste treatment.This paper studies the application of PPP model in the treatment of municipal solid waste(MSW)through the PPP project of urban and rural life and food waste disposal in Jiangjin District of Chongqing.In the PPP mode theory,the interests of stakeholders in the study of related theory,the theory of fuzzy comprehensive evaluation,risk sharing theory as the theoretical basis of PPP model used in city garbage treatment;analysis of the current public sector of our country in the challenge of city life garbage disposal and new situation,demonstrates on the basis of the application of PPP mode in the field of city garbage disposal of the necessity and feasibility of the PPP model can be used as a new way of city life garbage disposal;finally through the PPP project of Chongqing Jiangjin District garbage disposal as the case,analysis of the characteristics of operation mode of the project,and the specific implementation plan is analyzed by using fuzzy comprehensive evaluation method of the traditional mode and PPP mode the city garbage collection and transportation mode.
