S City Domestic Waste Harmless Treatment Center Comprehensive Benefit Study Of The Project

With the rapid development of China's social economy,the advancement of urbanization level,and the improvement of people's living standards,the amount of domestic garbage disposal in cities is increasing.Related construction projects are constantly emerging.These projects bring economic benefits as well as social and environmental benefits.The S city municipal waste innocuous treatment center project studied in this paper is an environmental protection infrastructure that the local government implements in order to adapt to the urban development needs under the new situation.The paper analyzes the problems existing in the project construction and operation,and finds that the financing mode adopts the BOT mode.The government franchise period is 20-30 years.The key to a win-win balance between the government and the enterprise lies in: in engineering decision-making,the government instructs the relevant departments to conduct feasibility studies on the project,and proposes detailed and meticulous project plans for government decision-making;in terms of project quality and safety,the main measure is to exert the initiative of the private sector.And creativity,the introduction of advanced technology and management experience,establish an organizational assurance system for safe production,strengthen construction safety management,clarify the objectives of work,process and engineering product quality control,and strengthen the responsibilities of government quality supervision agencies,construction units and social supervision units,Ensure that the construction of the project is in line with the public interest;in terms of project progress,we should grasp a series of work such as planning,implementation,inspection and adjustment of the working hours of the whole life cycle of the project.The social and economic benefits of the project are reflected in reducing the financial pressure of the local government,solving the problem of insufficient funds for the construction of municipal infrastructure in economically backward areas,and better meeting the needs of the public.At the same time,the total investment return rate of the investor during the franchise period is 6.93%,and the economic benefits are good.The environmental benefit analysis shows that the annual carbon emission reduction of 85,000 tons has alleviated the problem of domestic garbage disposal caused by rapid economic development and improved the local area.ecosystem.This paper combines literature research and quantitative research,combining theory with actual cases,analyzes the status quo and theoretical research of domestic and international domestic waste treatment,constructs a comprehensive benefit index system for wasteincineration power generation,and uses fuzzy comprehensive evaluation method for project construction.A comprehensive evaluation of the economic,environmental and social benefits generated during the operation.This study proposes a garbage disposal model suitable for economically underdeveloped areas in eastern Guangdong,for reference by government departments for decision-making,and can also provide reference for the construction of similar projects in other parts of the country.
