The Studies On Water Environment Management Mechanisms For Long Term Effects In Small-Town

In recent years,with the rapid development of small town economy in China,population rapidly gather,the situation of water pollution problems is grim and complex,it seriously affected the ecological environment and drinking water safety of residents.Governance is extremely urgent,and this is a long-term and stubborn problem.Pollution rebound phenomenon has become a chronic disease of water environment management in China,long-term effect governance mechanism has become the key to improve the water environment.This study is based on the long-term effect management of water environment in small towns,making an empirical investigation on the water environment management of Taihuyuan Town in Lin'an.First,combining with the characteristics of small towns to describe the main problems in the process of governance:(1)The management system of water environment is outdated.(2)The sewage treatment system in small towns is difficult to operate.(3)The absence of public participation in the protection of water environment.(4)The laws and regulations of water pollution prevention need to be improved.(5)The contradiction of economic development and environmental protection.(6)The inadequate investment in environmental protection should focus on the analysis of the lack of long-term effect.Secondly,through the data to analyze influence factors of the long-term governance mechanism in small towns,and then to discuss the solutions and suggestions of long-term governance.Finally,referring the successful experience at home and abroad,this paper puts forward a series of measures for perfecting the departmental cooperation mechanism and the application of the government accountability mechanism,strengthening the scientific planning and management,broadening the effective path of public participation,perfecting the laws and regulations system and playing the market competition mechanism.
