The comprehensive management project of surface water ecology is a high-risk project with the characteristics of public welfare,investment,long cycle and extensive coverage,and inappropriate risk management measures which will cause serious consequences for society,residents and government.Therefore,it has important practical significance to the study of the risk management of comprehensive treatment project of surface water ecological.In this paper,the risk identification,risk assessment and risk control of the surface river water ecological comprehensive management project are studied systematically.Specifically,the main research work is as follows:(1)The paper introduces the risk identification of comprehensive treatment project of surface water ecological.The PWBS-HHM risk identification model was established for the comprehensive treatment project of surface water ecological.And constructs the risk evaluation index system which contains 33 risk factors from six major categories,namely politics,construction,operation,economy and finance,natural environment and law.According to the characteristics of the dynamic fuzziness of the project,the interval set value statistical theory is introduced.(2)The paper introduces the risk assessment of comprehensive treatment project of surface water ecological.The practicality of the risk assessment model of the comprehensive management project of surface water ecology based on the matter element analysis theory is verified by an example of the project.(3)The paper introduces the risk control of comprehensive treatment project of surface water ecological.A reliability allocation model of risk control for surface water ecology comprehensive management project is constructed based on reliability mathematical theory in the paper.The paper introduces the method of finding the subsystem with lower reliability which provided the basis for risk control of the comprehensive management project of surface water ecological,and clarifies that the reliability of the project risk control system meets the requirement of improving the reliability of the subsystem by introducing the example of this model.(4)The paper introduces the game of investors of comprehensive management project of surface water ecological.The article takes the government and the social capital side as the two sides of the game,and calculates the Nash equilibrium point,which can simultaneously attract the investors and reduce the speculation in the surface water ecology comprehensive management project.(5)The paper presents a case study on risk management of surface water ecology comprehensive management project.The risk management process including risk identification,risk assessment,risk control,and investor game is systematically simulated by taking Jindi River ecological comprehensive management project as an example,which validated applicability and scientific rationality of risk identification model,risk assessment model,risk control reliability model and investor game model of surface water ecological comprehensive management project.
