Research On Industry Transformation Efficiency Of Resource-based Region From The Perspective Of Ecological Environment

All the time,the resource-based regions make a huge contribution to the resources energy security of China's rapid economic growth.But,due to the change of macro environment of economic development,the problems existing in the resource-based regions are more and more highlighted.Such as the lock of growth momentum,the limit of resources industry development space,and a sharp deterioration of the ecological environment.In the context of the construction of ecological civilization and the promotion of green development in the country,resource-based regional industrial transformation is not only simple economic growth.What's more,the industrial transformation should be based on the ecological environment perspective to enhance the efficiency of industrial transformation,and propel the integration development of ecological environment and industrial development.Therefore,this paper studies the efficiency of industrial transformation in resource-based areas from the perspective of ecological environment.In this paper,the main research ideas are as follows: Firstly,on the basis of the industrial transformation theory,the industrial structure optimization theory,the resource-based regional life cycle theory,and the sustainable development theory,the theoretical framework of industrial transformation efficiency based on ecological environment is constructed.Then,industrial transformation is divided into two processes of input and output.According to the factors of ecological environment and economic,the index system to evaluate the efficiency of resource-based regional industrial transformation is established.In the next,the efficiency of industrial transformation in Shanxi Province was measured and evaluated by using the ultra-efficient SBM model which includes bad output.Then,with the theoretical analysis and hypothesis,the model containing the influencing factors of industrial transformation efficiency in Shanxi Province under the ecological environment perspective is established,and the influencing factors of industrial transformation efficiency in Shanxi Province are analyzed.Finally,the paper puts forward some policy suggestions on optimizing the ecological environment and improving the efficiency of industrial transformation in resource-based areas.This paper studies the efficiency of industrial transformation in resource-based areas from the perspective of ecological environment based on Shanxi Province.It combines the improvement of ecological environment and industrial transformation efficiency.It expands the theory of industrial transformation.And it analyze the influencing factors which have a significant impact of industrial transformation by using qualitative and quantitative analysis in the context of ecological environment.This paper obtains the following main conclusions.(1)From the perspective of the industrial transformation efficiency in Shanxi Province,the transition efficiency fluctuates from 2001 to 2014.It is the lowest in 20O7,and it is the highest in 2014.(2)From the perspective of industrial transformation efficiency in 11 cities of Shanxi Province,the transformation efficiency of Shanxi Province is different from 2005 to 2014.The transformation efficiency of Taiyuan and Shuozhou is greater than 1.So their inputs are used more fully as compared with other cities.However,transition efficiency of Changzhi,Yuncheng and Linfen is relatively poor.From the spatial pattern,the northern part of Shanxi Province is better than the southern region.(3)The analysis of influencing factors of industrial transformation efficiency in the view of ecological environment shows that the per capita GDP,the proportion of tertiary industry in GDP,the proportion of foreign direct investment in GDP,the proportion of mobile phone users to the total population and the proportion of high-tech industry practitioners in the total industry have a significant effect on the improvement of industrial transformation efficiency in the perspective of ecological environment in Shanxi Province.(4)The Resource-based areas are under double pressure from the difficulties of development and resources and environmental constraints to tighten.Achieving the goals of optimizing the ecological environment and promoting the transformation efficiency need to focus on the development and utilization of new resources of low pollution,try to form new industrial structure of low consumption and low pollution,constantly expand the new channels of attracting foreign investment without pollution,active use of science and technology innovation to breakthrough new technology of energy saving and emission reduction,speed up the development of information technology to promote the development of industrial ecology and promote ecological restoration and the rational development of traditional resources by improving the mechanism of ecological compensation.
