Global warming has become the most widespread environmental problem in the world today.In order to deal with this common problem,the international community has reached a consensus on reducing carbon dioxide emissions under the push of various forces.But at present,reducing carbon emissions is bound to limit economic development.China is still a developing country,and economic development is the most important task of our country at present.The key to achieve emission reduction targets and maintain economic development is to improve the level of carbon productivity in China.The improvement of industrial structure,energy structure and energy efficiency are beneficial to the improvement of carbon productivity in China.However,with the development of reform,their effects are becoming less and less obvious.In the process of promoting green development in an all-round way,if we want to realize the reduction of carbon emissions and the sustained growth of the economy,we must tap the deeper motive force of increasing carbon productivity-human capital.This paper studies the mechanism of human capital actions on carbon productivity from the perspective of technological progress,and analyzes the relationship between human capital and carbon productivity and their development trends in various regions of China in recent years.It can provide a certain reference for national and local governments in the construction of human capital in the future,which is helpful to provide a new growth point for the subsequent increase of carbon productivity.First of all,this paper reviews the literature on human capital,technological progress and carbon productivity at home and abroad.Under the guidance of human capital theory,low-carbon economy theory and sustainable development theory,this paper clarifies the complex relationship among them.From the point of view of technological progress,it is found that technology is regarded as the key factor to improve efficiency in endogenous economic growth theory,and human capital is the source of technological progress.Human capital can not only directly increase carbon productivity through its own advantages of clean elements,change the allocation of factor input and guide low-carbon consumption,but also increase economic output as well as reduce carbon emissions to indirectly improve carbon productivity by promoting technological progress in production and technological progress in reducing emissions.Secondly,the paper analyzes the effect of human capital on carbon productivity from two aspects: direct impact and indirect influence mediated by technological progress,and carries out econometric analysis of panel data of 30 provinces in China for 16 consecutive years by constructing a measurement model.The direct and indirect effects of human capital on carbon productivity are demonstrated.The results of panel model show that the relationship between human capital and carbon productivity is "N" in direct effect,and in indirect effect,technological progress shows partial intermediary effect in the process of promoting carbon productivity by human capital.The impact of the interaction between technological progress and human capital on carbon productivity is positive and significant.It also shows that human capital can influence carbon productivity through technological progress,and human capital,which accords with endogenous economic growth theory,can cause endogenous biochemistry of technological progress.In addition,in view of the accumulation of human capital and the uneven distribution of human capital in different regions of China,the influence of different levels of human capital on carbon productivity is analyzed by using threshold model.The results show that there is a threshold of human capital in China,and the level of human capital in most regions of China is still in the middle of the "N" curve.Finally,based on the empirical results,this paper puts forward some suggestions for improving China ' s carbon productivity from the aspects of accelerating the accumulation of human capital,accelerating the technological progress and so on.
