The promotion of industrialization led to the development of economy, which also led to the production of environmental pollution problems. Among the many environmental pollution problems, water pollution is the most serious problem. Because of the mobility of the water body, the water pollution in our country has the characteristics of cross region. So once the large-scale water pollution incidents, only a single area of the government and the relevant departments are difficult to quickly solve the problem, it is difficult to avoid further deterioration of pollution incidents. In recent years, the Three Gorges Reservoir area, Huangpu River, Lan Xi Tang water pollution incident repeated exposure, caused a lot of negative reports and people's negative emotions. Water pollution can not be effectively prevented and control, which indicates that the local governments in the river basin have not been able to establish an effective regional water pollution control mechanism."Water bloom" in the Three Gorges Reservoir area has received widespread attention in recent years. People will focus on the shift to the relevant departments around the basin to deal with pollution incidents. The Three Gorges Reservoir area across Hubei and Chongqing, water pollution control, in addition to local government, the need for environmental protection, water and agriculture and other departments to cooperate. Water pollution incidents occurred frequently in the Three Gorges Reservoir area, which shows that the local governments in the two places have the problem of cooperative governance mechanism. The government cannot establish the linkage relationships between regional pollution control, water pollution incident occurred after the lack of coordination or mutual shirk responsibility can make water pollution problem.This paper analyzes the local government in the Three Gorges Reservoir Basin water pollution problems in the collaborative governance situation, through the water pollution incident pointed out that Hubei and Chongqing lack of coordination on the management of water pollution in Three Gorges Reservoir watershed. Then it draws lessons from the successful experience of the developed countries and the domestic trans basin sewage treatment, and the improvement of the collaborative governance mechanism of the water pollution in the Three Gorges Reservoir area. The Three Gorges Reservoir Basin water pollution synergetic governance mechanism to improve it should be from the following aspects: first, improve the incentive mechanism of the system of governance, the two governments to carry out collaborative water pollution control act and the motive power. Second, to strengthen the links between the two governments, the establishment of information communication and feedback mechanism, so that the two governments are no longer in a state of split. Third, the two governments to monitor the behavior of water pollution collaborative governance, urge the government to fulfill its own responsibility. Fourth, as a result of collaborative governance related to the interests of the two governments, so how to coordinate the interests of both parties is very critical. Fifth, the supply of water pollution control to provide a sufficient law, with legislation to restrict the behavior of the government. Sixth, cross regional water pollution control is not only the two local government responsibilities, cooperation with many departments of the need in the process of water pollution control, so it is necessary to establish a multi-dimensional cross regional coordination mechanism. Seventh, water pollution can not only stay in the post management, also need to set up a defense mechanism, nip in the bud. Finally, water pollution control is not only the responsibility of the public sector, but also the need for public participation, so the need to establish a mechanism for public participation.
