The Model Of Construction Cost Control For China-burma Natural Gas & Oil Pipeline Project

Nowadays,the strategic position of energy is in rapid promotion.Construction of long di stance oil & gas pipeline has been growing rapidly under the overall situation that the enery s upply and demand is adjusting.As an important factor of energy security,consruction of pipe network has drawn more and more attention.Although the business amount of pipeline construction companies in China had obviously increased,there was no obviously enhancement in net profit.The construction contract amount of Sinopec Petroleum Engineering & Construction Shengli Corporation(hereinafter abbreviated as SPECSL)has significantly grown from 2 billion to 5 billion.The planed target on contract amount had been achieved,but the expected profit target had not been reached.The reason is bad control of construction cost.The aim of an enterprise is to make profit.How to put efficient construction cost control measures into practice so as to improve the cost management level & cost control level and then solve the problem of construction cost control fundamentally has been a significant strategic task faced by SPECSL.The dissertation choose China-Burma Natural gas & oil pipeline project contract fourth main line installation engineering as the object,and focused on research of current status and problems of construction cost control in this project,and analyzed the main factors which affected the cost control so as to improve the company's cost management & control level,ensuring achievement of the project construction goal and company's profit target.Firstly,guiding by relevant concept and theories,deeply analyze the status of construction cost control of this project,analyze & summarize problems of construction control;then,building construction cost control model with object Programming Method of Operations Research and make result verification by example;at last,the dissertation give countermeasures and suggestions on long distance oil & gas pipeline cost control for SPECSL,through establishing three forming an organic whole cost control system,establishing a resource distribution and managing team,Strengthening the training and establishing operable incentive mechanism,carrying out measures like : “Specialization with diversity”communication study to ensure the achievement of the object of SPECSL's long distance oil & gas pipeline project cost control.
