With the increasing policy of energy saving and emission reduction,the coal resources are gradually decreasing,the people are eager for a better environment,and the demand for natural gas is increasing.Because China's natural gas is mostly located in the western desert area,in order to allocate resources reasonably,along with the gradual development of the west east gas pipeline project,the long-distance gas pipeline construction is in full swing.In the long distance pipeline construction process,often face barriers on roads and railways,rivers and lakes,etc.,through obstacles in the pipeline according to the different geographical environment will choose different methods,but the traditional schemes often experience engineers based on decision making,technical,economic,functional consider the failure to form a unified good to a certain extent,did not play the real value engineering,and the investment cost has not been very good save.Based on the above situation,taking the DL project of S company as a case,this paper applies the value engineering theory to optimize the construction plan of the project crossing a deep bay.This paper first analyzes the background and significance of the research,the related research status at home and abroad,the specific research methods adopted and the main research content of this paper.Secondly,it analyzes the necessity of the construction scheme selection of S company's applied value engineering,mainly analyzes the problems and causes of S company in the selection of construction scheme at present,and analyzes the advantages and necessity of the application of value engineering to the construction scheme in view of the existing problems and the related theory of value engineering.Then take the DL project of S company as an example,from the basic situation of the DL project,the geological conditions,the type of construction plan for the long transmission pipeline crossing the obstacle,and the factors and principles to be considered when the DL project is selected to choose the construction scheme.At last,by using the theory and method of value engineering,by comparing and analyzing the different construction technology,cost and function of the two schemes,the corresponding cost index,function index and value index are obtained respectively.According to the calculation results,the optimal construction scheme is selected,and the final results and value engineering of the selected case are analyzed.Some problems should be paid attention to when choosing the construction plan.The successful application of the value engineering theory in the selection of the project construction plan will improve the construction level of the long distance pipeline in China,the function realization is more reliable,and further enhance the economic,social and environmental benefits of the construction project.
