China is currently implementing a pollution discharge fees system,in which the fee is set based on the amount of pollutant discharge,in order to increase the cost of polluters.This system has significant importance in preventing and remedying pollution,improving environmental quality,and energy saving.However,has this system played an effective role in pollution control since it was implanted? According to the data released by the environmental protection departments over the years,despite the fact that the total pollutant discharge reduced year by year,the pollution discharge fees increased by a factor of 2.6,from 7.31 billion in 2003 to 18.68 billion 2014.Theoretically the discharge fee should be in proportion to the pollutant discharge,which means the pollutant discharge should also increase by a factor of 2.6 for the same period.Thus,this system seems to have become a simple charging system,rather than an economic regulation and control measures.In this paper,we used a district of Fujian as a case to analyze the deviation of discharge fee and total pollution discharge.First of all,we perform a correlation analysis on a dataset collected from a district of Fujian province from 2006 to 2015,to find the most relevant factor that affected the actual pollutant discharge fee.And then the case-study result was input into a Smith policy process model to explore the strategies for correcting such deviation.From the results of our study,the governmental task requirement is the key factor that determines the pollution discharge fee,rather than the actual amount of pollution discharge.From the results of Smith model,to rectify the deviation of the pollutant discharge fee system and the actual pollutant discharge,we need to start from the causes of such deviation,including the weak enforcement power,lack of cooperation from polluters,the imperfect monitoring network,and the over-idealization of the billing system.
