At present,China is in the transitional period of social and economic development.Large scale petrochemical energy utilization and industrialization caused by atmospheric pollution is still serious.With the accelerated development of regional economic integration,the lack of proper handling of the relationship between regional economic development and environmental protection leads to relatively concentrated regional air pollutant emissions.And heavy air pollution occurred frequently in various parts of the region at the same time.Air pollution ' s the mobility and diffusion,the limitation of regional atmospheric environmental capacity,and the unbreakable connection among regional economy,politics,culture and other multiple complex factors all decide the strategies to solve air pollution problems should establish and improve the prevention and management regime.Meanwhile,measures should be done to improve the regional atmospheric environmental management regulations,standards and policy system.Currently,the legislation on air pollution control in China has incorporated the prevention and management regime of air pollution in key areas.Yet it emphasizes too much on unity,and didn't fully consider the differences in all aspects of the characteristics in the level of economic development,public participation awareness and ability,politics and culture and other regions.We should set a common goal to improve the quality of atmospheric environment.And use differentiated control standards and measures to solve the regional air pollution problem.Meanwhile,although there has some encouraged mechanisms for the regional atmospheric environmental management regulations,it is still not complete.Should set up consists of central,provincial and local specific departments three levels of government special regional joint prevention and control of air pollution management agencies,the central direct supervision of provincial and municipal level administrative departments as a way to improve the existing incentive mechanism,at the same time,through perfecting the ecological compensation mechanism,in-depth implementation of emissions trading system of regional atmospheric pollution joint prevention and control of economic interests by the administrative body loss,the effective compensation of enterprises,make up the regional administrative subjects' interests are motivated the administrative subject and the business unit to participate in the regional joint prevention and control of air pollution,and ensuring the realization of regional joint prevention and control of air pollution targets.
