Based On The DEA Model In Southwest Industrial Coordination Between Economic Development And Environmental Empirical Research

Since the reform and opening, the number of China's social population and the level of industrial economic development continues to grow cause reduce the total domestic resources. The industrial economic development constantly undermines People's living environment, more and more people begin to pay more attention to it.The domestic and foreign researchers have to deepen the relationship and keep the balance between the industrial economy and the environment due to the two issues of environmental revolution occurred in the 20th century and the beginning of the 21st century. It is not difficult to find relevant research researchers focused on theoretical research and empirical research about the balance between industrial economy and environment based on current domestic and foreign literature as the reference, and the depth of theoretical research is significantly higher than the empirical study. Since the"Twelfth Five-Year Plan," the Party Central Committee has raised the western development to the level of national strategy. This high degree of attention has provided unprecedented opportunities for industrial development in the southwest, but at the same time, the Southwest ecosystem has begun to be broken, and the environment is seriously polluted. At present, the management departments in the southwest by national requirements, and continually explore their new road to industrialization, and strive to build in line with the actual situation of the region of civilization, harmonious new modern metropolis. How can we achieve the "thirteenth Five" plan of the coordinated development of industrial economy and environment is the most concern and problem in the southwest provinces.This paper studies from the following aspects:First, the status analysis of the coordinated development of industrial economy and environment in the southwestern provinces. Through the description of the current situation of the industrial economy and environmental development in the southwestern provinces, it is found that the development of the industrial areas in the southwestern region has been rapid and the annual industrial economic added value has increased year by year. For the environment side, the water environment and the quality of the atmosphere in the southwestern provinces are not dealing with a continuously changing stage, but are constantly changing. And there are many environmental problems such as industrial waste and waste-related emissions exceeding the national requirements, it indicating that the coordinated development of the industrial economy and the environment still has serious problems.The second is to use DEA model to analyze the coordinated development of the industrial economy and the environment in the southwestern provinces. The study found that the industrial economy and environmental coordination in the five provinces in southwest China in 2015 were lower than the overall level in 2011, and the level was not high. Meanwhile, the technological progress index in the five provinces is almost the same as the combined efficiency, while the purely technical efficiency change index and the scale efficiency change index have grown slightly over a period of five years. According to the Malmquist decomposition principle, this shows that the decline in overall efficiency is almost entirely indicated by the decrease of technological progress. The key to improving the coordination relationship between the industrial economy and environment in the future is increased investment in technical development.The third is to analyze the problems in the coordinated development of industrial economy and environment in the southwestern provinces. It is pointed out that the growth mode is unreasonable and the industrial structure is irrational.
