Research On Water Pollution Control In Chanhu Lake

As one of the China's "three rivers and three lakes" pollution control projects,water pollution control projects,water pollution control of Chaohu Lake is only managed by government and has achieved certain success recently.However,water is being polluted.This paper mainly studied how to effectively control water pollution of Chaohu Lake,to improve the current situation of governance and to promote cooperative governance in the current administrative system.In this paper,the water pollution control of Chaohu Lake is taken as the research object,and the problem of water pollution control of Chaohu Lake is discussed by literature method,content analysis method and questionnaire method.Based on the characteristics of water pollution control of Chaohu Lake,this paper analyzes the current situation of water pollution control of Chaohu Lake,and finds out that in the water pollution control of Chaohu Lake,the government is the power center of governance,and the governments at all levels Top-down vertical relations,and in accordance with the corresponding laws and regulations in accordance with the order-obedience to the implementation of governance measures.In addition,the problems and causes of water pollution control in Chaohu Lake are analyzed.It is concluded that the bureaucratic governance makes the main body and means of Chaohu Lake water pollution control,and the main body of enterprises and the public can not participate in the governance.Finally,according to the Hefei Municipal Government in 2015,"Hefei water pollution prevention and control work program" proposed Chaohu water pollution control of the overall goal,that is,the formation of "government guidance,enterprise governance,market-driven,public participation," the new water pollution control Mechanism,this paper argues that Chaohu Lake water pollution control is in a critical period from bureaucratic governance to network governance.On the basis of the experience of foreign water pollution network management,paper based on the theory of Goldsmith's network governance,this paper constructs a multi-agent cooperation management network,establishes the information disclosure platform and communication mechanism,improves the network responsibility mechanism and improves the government staff to the network design Capacity of the four aspects of Chaohu water pollution control to re-build,in order to solve the Chaohu Lake water pollution control issues better.
