Guangzhou as an important political,economic and cultural city of our country,with the development of economy,the expansion of city scale and the increase of urban population,Guangzhou urban waste output increase quickly in recent years,so "junk siege" problem has been plagued by the Guangzhou municipal government for many years,and explore for a variety of solutions.At present,the Guangzhou based on the provisions of Guangzhou municipality on the administration of urban house refuse and relevant supporting system,through the implementation of such as "clean vegetables into the city","timing point + unpunctuality fixed-point" garbage classification on the pattern and other measures to manage the city garbage classification and recycling,and at the same time,through the pilot community actively introduce test private capital into the recycling industry chain,in order to establish and improve the circulation economy.In the aspect of policy propaganda,through large-scale,diversified policy propaganda,to some extent changed the garbage classification and citizens on the habit,greatly support the advance of garbage sorting work.In the end of the processing link,the Guangzhou municipal government,promote the building of incinerator project,to a certain extent,reduce the pressure of the landfill.But,through the field visit part of Guangzhou city center streets,combining with related media report,concluded that the current Guangzhou garbage sorting work there is a big problem.First,all the citizens of garbage sorting thinking to stay in the ideological recognition,behavior lag phase,still lack of habits they sort the garbage,discarded rubbish mix of discarded old habits,even exist anywhere the discarded waste phenomenon.Next,the collector way of sanitation workers still collector to mix,garbage classification rules.Again,the government is waning on garbage classification policy propaganda,it is a lot of outdoor advertising,lack of effective,sustainable management,drawing the phenomenon of aging,outdated information in each street community,the second is government information about garbage classification release quantity is relatively small;Three is the lack of effective and interact directly with members,highlights the Guangzhou municipal government propaganda work lack of sustained attention to garbage classification.Finally,garbage classification in government policy,although issued "the provisions of Guangzhou municipality on the administration of urban house refuse and relevant supporting system,but many of system terms are too principled,especially in terms of reward and punishment,since regulations promulgated hardly in large range,so all the citizens of garbage sorting enthusiasm always can't be mobilized effectively.Guangzhou as one of the first pilot city garbage classification in our country,the rubbish classification work for 16 years,but has been unable to achieve the established goals,in the past the garbage classification problem still exists now.To this purpose,this article will use the model and the block theory of policy implementation,combining the theory of new public management,with regional present situation analysis as the main body,draw the outline of the current Guangzhou garbage classification policy to promote the overall image,the problems of the garbage classification in Guangzhou work for root cause analysis,and based on source separation of strengthen,improve the system of rewards and punishments,rich way of back-end processing point of view,put forward the corresponding policy recommendations.
