Study On Governmental Responsibility During Carbon Emission Trade In China

Climate change is the challenge and threat confronting the whole mankind. In order toslow down and adapt to climate change, we need to decrease carbon emission. Carbonemission trade uses market mechanism to optimize the resource distribution of atmosphericenvironmental capacity, it’s an important method to reduce emission. Carrying out carbontrade needs support from government, there are some problems needing deep research, suchas which government sectors should be responsible for promoting the development of carbontrade, what responsibilities should the government fulfill in carbon trading, and how shouldthe government fulfill these responsibilities.China is the world’s largest producer of carbon emission, so it’s important for China touse carbon emission trade to achieve its carbon reduction targets. Our government has takenmany measures to encourage us to develop clean development mechanism, voluntarygreenhouse gas emission reduction transaction and carry out pilot projects in7provinces andcities. We can benefit a lot by discussing governmental responsibility in carbon emission trade,such as achieving carbon reduction target, promoting the construction of responsiblegovernment and upgrading status in the international carbon emission trading market.This article demonstrated the necessity of governmental responsibility in carbonemission trade from the aspect of law, theory and reality. and pointed that the governmentshould undertake legislative, regulatory and cooperative and legal responsibility in carbonemission trade based on the analysis about the particularity of carbon emission trading. Then,this article discussed the responsibility Chinese government hold in carbon emission trade andits inadequacy. After that, the author concluded that the cause of inadequate responsibilityincluded weak responsibility consciousness, backward responsibility idea and the lack ofexternal supervision mechanism. At last, the author put forward some countermeasures tostrength governmental responsibility in Chinese carbon emission trade from the aspect ofresponsibility consciousness, responsibility idea, responsibility content, external supervisionmechanism and accountability system.
