Study On Environmental Protection Responsibility Of Local Government In Hainan District Of Wuhai City

With the reform and opening up,China's economy has developed rapidly and the problem of environmental pollution has become more and more serious.In recent years,the problem of smog has aroused public attention.As a public goods and public service,the environment is mainly the government,and the government is mainly responsible for the implementation and implementation of environmental responsibility for local governments.Environmental problems are becoming more prominent,and the lack of environmental responsibility of local governments is the main reason.Meaning there are two types of environmental responsibility of local government,the first kind of environmental responsibility as stipulated in the laws and regulations of the government and its staff shall perform environmental responsibility,the second category of environmental responsibility for the government and its staff due to non-compliance with laws and regulations specified in the environmental protection responsibilities and shall bear the corresponding consequences.Hainan wuhai city district is a typical industrial areas,especially environmental problems,this paper based on the results of hainan area of environmental protection under the local government in wuhai city,summary and analysis on the problems and reasons,combined with the responsibility of environmental protection under the local government at home and abroad advanced practice,draw some measures in terms of performance of the environmental responsibility of local government,in order to make a little contribution to strengthen local government environmental responsibility.This paper mainly through the analysis about the present situation of the management of environmental protection in China mainly,with "hainan area" wuhai city government environmental responsibility to carry out the situation,for example,to analyze "hainan wuhai city area" in the performance of the environmental responsibility problems,then puts forward the Suggestions.The thesis is divided into six parts.The first part is the introduction,which explains the background and significance of the topic selection,the current situation of domestic and foreign research,the research contents,relevant concepts,theoretical basis,research methods,etc to prepare for the next research.The second part summarizes the basic situation of the "wuhai hainan province" and the implementation of the government's environmental protection responsibilities.The third part summarizes the problems existing in the implementation of environmental responsibility of the localgovernment in the hainan district of wuhai city.The fourth part analyzes the reasons why local governments fulfill environmental responsibility.The fifth part puts forward the Suggestions and measures to strengthen the government's environmental responsibility,which provides the direction for the government to revise and improve the environmental management work,and is beneficial to find the effective solution.The sixth part summarizes the full text.
