Since reform and opening-up,our country's economy has made remarkable achievements, the comprehensive national strength strengthened greatly, people's living standards improved significantly, national finance unprecedented ascension, openiag to the outside world expanded unceasingly, but also to see the problems at the same time, the main problem is that in the rapid economic growth at the same time,we paid a certain environmental costs, the main pollutant emissions has exceeded the capacity of the environment.Environmental issue has become an important issue affect the China's sustainable development, economic stability and people's livelihood. If we can't deal with the relationship between environment and economic development,we will face a huge environmental risk, national environmental security will be threatened.Based on the deep thinking of our country's environment and economic development, this article wants to study the relationship between economic growth and environmental pollution.Through the research of the relationship between economic growth and environmental pollution,we can not only provide a reference basis for the relationship between economic growth and environment, and study the relationship between China's economic growth and environmental pollution, also is one of the important task to achieve the sustainable development of China's and the world's economy. This paper uses panel data of 105 cities in China from 2002 to 2014,divides the 105 cities into low, medium and high three levels, chooses 12 different pollutants as environmental index, including industrial pollutant emissions, and living pollutant emissions, chooses per capita GDP as economic growth index.First,to verify the EKC curve of different pollutants of different income levels areas, and then uses impulse response analysis and variance decomposition analysis to analyze the relationship between pollutants and economic growth on the basis of PVAR model. The main research conclusions of this paper are as follows:(1)By comparing the verification results of EKC curve in low, medium and high income areas, the EKC curves of different pollutions in different income areas are not inverted U-shaped,and different pollutions in different income areas have different EKC curve.(2)Through the impulse response analysis, economic growth of low-income areas will cause industrial pollutant emissions and sewage pollutant emissions increase, the increase of industrial pollutant emissions has an inhibitory effect on economic growth. The increase of living pollutant emissions also has a certain inhibitory effect on economic growth, but not so significant as industrial pollutants emissions. There is a contradiction in low-income areas between economic growth and pollutant emission. For medium-income areas, economic growth will result in an increase in some pollutant emissions, but not so significant as low-income areas. The increase of industrial and living pollutant emissions will promote economic growth, and the contradiction between economic growth and pollutant emission is not significant in medium-income areas. For high-income areas, economic growth will cause most industrial waste gas emissions increase, but for the increase of industrial wastewater pollutants is not significant, economic growth will lead to the increase of living pollutant emissions. The increase of industrial and living pollutant emissions increase will inhibit economic growth, especially the industrial waste gas and living wastewater pollutants. For high-income areas, there are some contradict-tions between economic growth and industrial waste gas emissions, especially the contradiction between economic growth and living pollutant emission, but compared to low-income areas, the contradiction between economic growth and industrial pollutant emissions is relatively weakened.(3)Through the variance decomposition analysis, the effect of the increase of pollutants emissions in three different income areas on economic growth is smaller than that of economic growth on the pollutant emissions. The advantages of this paper are as follows:(1)Twelve pollutants were selected as environmental indexs, which were divided into two categories:industrial pollutants and living pollutants, and on the basis of these two types, pollutants were divided into waste water and waste gas pollutants.(2)The 105 prefecture-level cities were selected as the research object,105 cities were divided into low, medium and high three levels according to the different income levels, different income levels areas has different relationship between environmental pollution and economic growth.(3)By comparing the analysis of the relationship between economic growth and environmental pollution in different income areas, the corresponding policy recommendations are put forward according to the different income areas. The policy recommendations in this article:(1)Low-income areas should aim at the ecological adjustment of industrial structure as the goal in the process of economic development, based on the local characteristic economy development of agricultural ecological resources, improve the efficiency of resources and energy and technology upgrading, while undertaking industrial transfer in developed areas should pay attention to follow up industrial pollution control measures, stick to the road of sustainable development.(2)Medium-income areas should optimize the adjustment of energy structure, adjust the industrial structure, upgrade the industry integration, gradually eliminate high energy consumption, high pollution enterprises, increase scientific and technological innovation, promote enterprises to carry out clean production, achieve the green development of the economy.(3)High-income areas should continue to increase pollution control,to alleviate the environment pressure caused by living pollution, this is the focus of environmental pollution control in developed areas in the future.
