With the deepening global economic integration and gradually eliminate trade barriers, international trade to economic growth in the world’s economies had a huge role in promoting, at the same time, the relationship between international trade and environmental quality has gradually attracted people’s attention. Since the reform and opening up, with the rapid expansion of the scale of the diversification of trade and trade patterns, some products, especially high energy consumption and high pollution products, caused serious damage in the production and consumption of cross-border in the global environment. Trade and environment problem is gradually concerned by the academic circles, has become a hot research issues related to the government and the scholars.Since the reform and opening up, the economy and international trade of Beijing, Shanghai and Guangzhou has made rapid development, but also seriously damaged to the environment. This paper discusses the impact between the exporting trade and the environment of Beijing, Shanghai, Guangzhou, as well as better coordination of relations between the two, the findings have important theoretical and practical significance to improve the Beijing, Shanghai, Guangzhou exporting competitiveness and building a low-carbon city.This paper summarizes the basic theory and the domestic and international research status quo of trade and environmental issues, describes the current situation of exporting trade and environment pollution in Beijing, Shanghai, Guangzhou, and then based on the ACT model, this paper analyzes environmental effects of export trade of Beijing, Shanghai, Guangzhou in empirical way, builds VAR model respectively to analyze environmental effects of export trade of Beijing, Shanghai, Guangzhou in empirical way and employs the the impulse response function and variance decomposition in-depth study of the short-term and long-term relationships between the atmospheric, soil and water pollution indicators and exporting trade of Beijing, Shanghai, Guangzhou during 1987-2012. The study indicators the four environmental effects caused by exporting trade influence environment of Beijing, Shanghai, Guangzhou in different way. Elasticity of income effect and scale effect of have more significant impact on the quality of the environment, increase in per capita income can significantly improve the environmental quality of Shanghai, expansion of economy will significantly deteriorate the atmospheric environment, elasticity of technology effect, structural effect is relatively small, the technology effect will improve the quality of water environment, export growth will improve he quality of water environment in Beijing, Shanghai, Guangzhou. Finally, based on empirical research of the impact of export trade to the environment of Beijing, Shanghai, Guangzhou, policy proposals were advanced from the perspective of government and enterprises.
