The development of the chemical industry economy has a great impetus to the development of the national economy.But the special chemical production led to it is easy to cause the accidents of mass death and casualty,the production safety has been public concern.So,how safe is it to be safe? Acceptable risk criteria are the key to answering this question.In the whole cycle of chemical production,risk assessment is required to ensure that the risk is acceptable.However,due to the late start of research in the field of acceptable risk in China,as an acceptable risk criteria for risk assessment scale,there are still many aspects to be perfected in the study of chemical industry background.Therefore,based on the chemical industry,the acceptable risk criteria are systematically studied.In order to systematically explore the acceptable status of industry risk and verify the feasibility of selecting criteria benchmark values in acceptable risk criteria that have been enacted.First of all,through the risk analysis,the principles for the formulation of acceptable risk criteria and the basic system of acceptable risk criteria in chemical industry are discussed.Then,based on the acceptable risk criteria theory,through collecting,analyzing and estimating the basic accident data of the whole country and chemical industry in recent 10 years,and adopting the arithmetic thought of average personal risk value method(AIR)and cumulative frequency of accident-deaths number method(FN curve),the individual / socially acceptable criteria values for the risk of death,injury and occupational disease in the national and chemical industry are identified.Finally,through the selection of data range,it can be divided into 3 kinds of "strict" degree reference values,which are loose,universal and strict,and are ready to be selected under different conditions.The results show that the benchmark value of the death criteria is in the same order of magnitude(10-4),which confirms the feasibility of each other;injury and occupation disease criteria reference value can provide reference for later research in this field.The research ideas and methods are of reference to the research of the basic data analysis,technical method and operation procedure of the acceptable risk criteria in China.In order to avoid the specific circumstances,when the risk decision results of the higher level decision maker meet the established standards requirements,the public subjective risk perception bias leads to unexpected public events.Amplification by introducing the risk society(SARF)and considering the type of risk,the time span of data and data correction,combined with acceptable risk theory,research and put forward a four dimensional decision model for public standards,namely,PI(tr)and PS(tr),in the category of individual and social acceptable risk criteria.On this basis,the accident data of "11th Five-Year" and "12th Five-Year" were introduced,and the public criteria decision reference set of mortality,injury and occupational disease risk in chemical industry was obtained,and give the corresponding decision to understand the connotation of each element,in improving the scientific criteria and it can avoid the risk decision-making process of subjective rigor.By comparing and confirming with the current criteria of countries and regions at home and abroad,the results show that both of them are feasible in the current stage.The research results can serve as an important supplement to the current standards and assist risk decision-making.And to some extent,it can provide reference for our own criteria correction coefficient.After studying two aspects of the objective historical accident data and the subjective public risk perception,the acceptable risk criteria of the chemical industry are obtained,and the application of the two aspects in regional quantitative risk assessment and regional safety planning is studied respectively.Among them,In order to comprehensively evaluate the acceptability of regional risks,explore the potential risks and optimize the risk decision,combined with the previous research results,and then the new model of regional quantitative risk assessment was put forward based on acceptable criteria of death risk and acceptable criteria of injury risk(hereinafter referred to briefly as "double criteria ").Taking the fire accident of the 1000m3 diesel tank pool as an example,the model of the accident consequence of pool fire,probability model and acceptable risk model were applied to the quantitative risk assessment of oil tank area.The results show that the risk of personal death and social injury of the oil tank failed to meet the criteria in the case of pool fire,and the comprehensive evaluation result is unacceptable.The application of the "double criteria" comprehensive assessment method in regional quantitative risk assessment is not only feasible but also of a certain reference value.Finally,In order to deepen security planning work,from the source to reduce the occurrence of accidents mass death and casualty.Through the analysis and deduction of accident data in the early stage,the acceptable criteria of death risk and the acceptable criteria of injury risk in chemical industry were put forward.Based on this,Combined with the theory of regional quantitative risk analysis,a regional safety planning model based on the risk of death and injury is constructed.Next,Taking the external regional safety planning of the new 1000m3 diesel tank as an example,the effect and pattern of regional planning based on the risk of injury is clarified from two aspects of space safety capacity and population safety capacity.And it is compared with the conventional security planning based on death risk.The results show that: compared with the conventional case based on the risk of death,when carrying out the regional safety plan based on the risk of injury around the dangerous facilities,It will make the surrounding area of the facilities get bigger space safety capacity and smaller population safety capacity,so as to maximize the safety of the surrounding area of the dangerous installations.Research ideas and methods can provide references for risk upgrading management of some dangerous installations located in special planning areas,promote the development of urban safety.This research can deepen the risk management to a certain extent,so as to control the risk in the acceptable degree and ensure the safety of chemical production.In addition,with the background of chemical industry,the research field of acceptable risk has been enriched and perfected,which has a reference value for the research in this field,and the research ideas and methods have a certain universality to other industries.
