Climate change causes the rise of sea level and the frequent occurrence of extreme weather,which has a negative impact on human's living space and economic production activities.It is widely believed that the rapid increase in greenhouse gas emissions since the industrial revolution is the cause of the current severe climate situation.The low-carbon economy,which aims to reduce greenhouse gas emissions and change the way of production and life,becomes an inevitable choice for the economic development of all countries.From the stage of development,our country is in the later period of industrialization development,electric power,steel,machinery equipment,automobile,shipbuilding,chemical industry,electronic industry,building materials such as emissions is still the important impetus of economic growth in our country,also means that the future for a period in our country is facing the pressure of energy demand increase and environment worsening,the inevitable path to choose on the road of low carbon transformation development in China.Because of the provisional capital Chongqing,construction of the three line of the state and other historical reasons,Chongqing has always been one of important heavy chemical industry bases in China.The high energy consumption industries,such as steel and chemical industry,have a high proportion in the industrial structure of Chongqing.It is necessary to solve the problem of low carbon development in Chongqing's high emission industries to complete the economic restructuring and development of Chongqing and the task of giving Chongqing low carbon pilot exploration.First,this paper reviews the history of industrial development in Chongqing and compares it with the national level in terms of economy scale and energy consumption level.Then,the carbon emissions of Chongqing industry and 6 highemission industries are calculated and analyzed through the emission factors of Chongqing greenhouse gas inventory.Finally,the decomposition of carbon emission factors in 6 high emission industries was analyzed by LMDI factor decomposition method.The following conclusions are drawn:Firstly,Chongqing industrial development has obvious "embedded" characteristics.In anti-Japanese War period,the early founding of the people's "third line construction" period,it makes Chongqing gathered a large number of iron and steel,chemical enterprises.Chongqing hasbecome one of important heavy chemical industry city in our country with a strong industrial base.Since its jurisdiction,Chongqing's energy consumption has increased.Although the output value of the six high emission industries has decreased,the energy consumption level accounts for more than 60% of the total energy consumption in Chongqing.In the energy consumption structure,the proportion of industrial coal in Chongqing is about 75%,and the coal proportion of the six high emission industries is about 80%.Secondly,compared with the analysis,Chongqing industry's contribution to the national industry has increased from 1.12% in 2000 to 1.72%,while in recent years,while the six high emission industries have maintained around 0.40%.6industrial energy consumption in China accounts for about 70% of the national industry.Chongqing's 6 high emission industries account for about 90% of the industry in Chongqing,and the energy consumption level of the 6 high emission industries in Chongqing is higher than the national level.In terms of energy consumption,the overall trend is downward,which is affected by energy price and has rebounded somewhat.Chongqing industrial output value ten thousand yuan BiaoMei consumption is slightly lower than the national industry level,and Chongqing six high emission industries output value ten thousand yuan BiaoMei consumption is higher than the national average.Specific to each industry,coal mining and dressing industry,chemical raw materials and chemical products manufacturing,non-metallic mineral products are higher than the national average,the rest of the three industries are lower than the national average.Each industrial carbon emissions characteristics comparison in 2015,Chongqing's six high industrial energy intensity,the intensity of carbon emissions are significantly higher than the industry average'sand are more and much higher than the current developing pillar industries of chongqing's.Thirdly,six high carbon emissions produced influence factor decomposition result shows that the economies of scale is the main pull of carbon emissions growth factors,technical level is a major restraining factors,energy structure on the influence of carbon is limited.It is pointed out that the low-carbon development of high emission industries needs to restrict its industrial scale,such as the closing of "five small" in Chongqing,and restrictions on the introduction of high-emission projects.In addition,we need to continuously improve the production technology of high emission industries,improve energy efficiency,and increase the development of clean energy sources such as hydropower and wind power,and reduce the proportion of inefficient coal.According to the analysis of the foreword,countermeasures are put forward: first,the regulations and policy standards are perfected;Second,industrial restructuring;Third,energy structure optimization;Fourth,supporting measures guarantee.
