Research On The Function Of The Emergency Support For Natural Gas Pipeline Leakage Accident

Natural Gas gains its popularity with the development of city and economy. Pipeline spill accident as a byproduct of natural gas industry expansion also have an increase tendency. However, the current public emergency management security system lack of multiply structure and innovation and less of them are constructed to aim at preventing natural gas pipeline spill accident. Thus, building a gas pipeline leakage emergency security system can help reduce losses caused by the spill and has a significance for guarantee urban natural gas distributing system security and maintain social harmony.Firstly, the author made a literature review on study of gas pipeline spill emergency management both at home and abroad. Then, summarized the concept of emergency management. On the base of concept the author introduced the theory of public emergency management security system and to analyze the condition of the domestic and foreign emergency management building security system.Secondly, relevant basic theory and development. Based on the accident causation theory, the energy transfer theory accident and track crossover theory. The author built a natural gas leak accident causation model.Thirdly, the author analyzed the consequences of natural gas pipeline leak accident. According to Weina Natural Gas Company actual condition, the author constructed a natural gas pipeline leakage accident emergency management and security system for the company. This system included:main body frame, pre-warning system, emergency response system and technological support system.Fourthly, according to company’s demand of emergency management system and field survey results, the author constructed the system operation mechanism. Then, comprehensively analyzed the parallel relationship and the vertical relationship between the public management functions of the whold body through the game theory.Finally, according to the characteristics and the occurrence of the accident reasons give some prevention suggestions, such as pipeline route inspection, safety awareness conducting and safety training, strengthening quality management of engineering materials, pipe welding stringent requirements and developing urban gas safety emergency plan.
