The Research On Local Government Responsibility In Rural Environmental Protection

The cause of daily deterioration of rural environmental issues lies in many factors. To make clear the link of local government responsibility and other inner factors and what role the local government plays is conducive to further analysis of rural environmental issues and helpful to find the fundamental approach to resolving such issues.Based on the methodology of the system of control theory, the thesis inherits various theories and adopts the integration of many methods (empirical analysis and normative analysis, qualitative analysis and quantitative analysis, Inductive and deductive) to do scientific and effective research and find out the essential relationship of its nature.Therefore, it is a practical, far-reaching historical and important subject to probe scientific thought and effective measures on how to resolve rural environmental issues, focusing on the overall goal of the building of a new socialist countryside and beginning to research from local government responsibility.This thesis points out that the ineffective supervisor and control of local government leads to the fact that the speed of obtaining resources from rural has been faster than that of regeneration of the rural resource itself and their succedaneum, and that the quantity of the waste discharging to rural environment has exceeded its self-purification capacity, which causes and intensifies rural pollution and ecological damage. Therefore, it comes to a conclusion that local government should take main responsibility to resolve rural environmental issues.
