With the rapid development of urbanization in our country, at the same time construction made great achievements in various fields. The building energy use increases rapidly, which makes great pressure to our country's energy supply and environment protection. In order to ensure the road of sustainable development of our country, energy saving, low carbon and emission reduction work has become a urgent research topic. In 2011, the building's total energy consumption accounted for 19.74% of the total energy consumption,the most noteworthy is the large public buildings, the building area accounts for only 17% of the total area of the building, its building energy consumption accounts for 24.8% of total energy consumption, is the fastest growing energy consumption per unit of building energy classification, so large public buildings have enormous potential for energy saving. Operation of the heating, air conditioning, lighting and other systems to improve the cold regions of large public buildings energy efficiency, reduce building energy consumption and improve the efficiency of energy use a key. Now the northeast cold region have not relatively perfect database of building energy consumption and have no effective platform to accurately provide more detailed data of building energy consumption, new buildings and energy-saving transformation of old buildings are lack of data support and guidance. So deeply to the development of the building energy consumption database is the inevitable requirement of building energy efficiency work. Meanwhile, the development and use of renewable energy has become a common strategic objectives of the national energy research, if renewable energy sources could replace conventional energy source and play a major role fully, the serious energy consumption must be relieved effectively.In this paper, based on 2012 and 2013, Shenyang power consumption test. On the basis of energy consumption evaluation indicators at domestic and abroad, analyzes the building energy consumption evaluation index and diagnosis methods, switch evaluation focus from energy consumption indicators to energy efficiency index. According to the specific operation characteristic of the equipment, summarized and put forward the evaluation index of energy efficiency of different equipment, calculation method of each index is given, and preliminary established the energy consumption index system of large-scale public building, energy efficiency evaluation system of ground source heat pump system, solar system and gas-engine heat pump system. This paper have a study on the diagnosis of public building energy consumption and energy-efficient optimization, analyzes energy problems in the operational phase of the system, to make the building energy consumption to a minimum by finding the best operating conditions.The energy consumption database system for large public buildings in northeast cold regions using Visual Studio 2010 as development tools, C# as development language, Access2003 as the background database developed the database system of Building Energy Consumption In Cold Areas.The development of the database management system is to achieve the overall management of the operation and design of building energy systems,including the construction of basic information, building energy consumption equipment system's design and operating parameters, energy consumption statistics of equipment system, renewable energy system's equipment design and operating parameters, energy consumption statistics of the renewable energy system. And on the basis for the evaluation of energy systems and energy efficiency diagnosis, provided the scientific basis for the existing building energy efficiency renovation. Finally using this database system to manage a few experimental building, verifies the availability of the database, by analyzing the energy consumption characteristics of the power consumption relation between different types of building, the conclusion is that the index of power consumption in hotel public buildings is greater than that of administrative office public buildings.
