Technical And Economic Evaluation Of Heating Supply Project In Industrial Areas

In China, Most of the industrial areas have been set up for contaminant control. Due to the structural problem, the enterprises in Industrial areas are mostly high polluting, energy-intensive factories. How to improve the energy efficiency of industrial enterprises and how to develop the energy conservation and emissions reduction technologies are the key works not only for industrial areas but also for sustainable development of the economy of our nation. It is one of the important means for us to carry out industrial district heating projects so as to realize energy conservation and emissions reduction.Nowadays, at home and abroad, the studies of heating supply project in industrial area are not perfect. Most of the studies pay more attention to the technological aspects instead of focusing on all-round evaluation of technologies and economy. Establishing the all-round technological and economic evaluation system of the heating supply project in industrial area is important for us to lead the projects of industrial district heating renovation because the evaluation system haven't been established yet.Besides, it has the value to become the role-model of other heating supply projects in industrial area nationwide.Technical and economic evaluation, which belongs to technological economics, is a subject studying relationship between technology and economy. It plays an important role in the demonstration of technical and economic analysis. It is not only a technical study, but also an economic evaluation. It combines technology with economy to select the best solution. This paper mainly studies the technical economics theories, the technical economics analysis of the establishment of evaluation system and evaluation methods, and uses the theories in the practice of industrial district heating renovation project.First, this paper elaborates heating supply project background and the significance and current situation of the development of domestic and foreign relevant technical and economic evaluation and research methods. Secondly, the paper discusses the technical economics theory system including the concepts, characteristics, technical economics and development process, evaluation method and indicators system, national economic evaluation method and indicators, risks and sustainability etc. Besides, this paper establishes the financial evaluation and national economic evaluation method and indicators and analyzes the risks and sustainability. Finally, this paper takes heating supply project in the three towns in the coastal industrial area in Shishi as an example to demonstrate the theory and indicators establishment. This paper offers the theoretical reference for further study of the heating supply project in industrial areas.
