With ecologically sustainable concept accepting widely, reformation and reuseof buildings and equipments is regarded as a more sustainable way. Lots ofexperience has been accumulated in the practice of reformation and reuse of theindustrial buildings, left by the old industrial areas losing production function, bytransforming function. The results are good. But to energy infrastructure, demolitionand reconstruction is commonly used. Therefore, it is necessary to study on thereformation and reuse of energy infrastructure on the basis of the practicalexperience of the industrial buildings. Heating pipe network is an important part ofthe energy infrastructure. In this paper, evaluation method for reformation and reuseof the original heating pipe network after the relocation of the old industrial areaswas carried out.Combining with the characteristics of reformation and reuse of the originalheating pipe network after the relocation of the old industrial area, by comparisonwith six comprehensive evaluation methods, value engineering and analytichierarchy process evaluation methods were selected in this paper. Based on the valueengineering, the evaluation model was established. The functional evaluation indexsystem was established by combination of field research and data research. Scoringrules of the indexes were established by applying10-point scale rating rule. At theadvantages of using AHP in determining weight, the weight of different indexes wasdetermined by the scoring of experts applying five-quantitative method. Then thefunction coefficients could be calculated. In consideration of full life cycle, the costwas calculated by using discounted cash flow method. The pros and cons of thevarious programs were measured by the size of the value. In order to make thefunction score more accurate, the corresponding detecting methods for functionalindexes were summed up.As numerous data are involved in the evaluating process due to the comparisonof multiple programs, it would be much likely to waste lots of time and makemistakes only by accounting artificially. In order to accelerate the evaluating processand ensure the accuracy of the calculation, the procedure of The value evaluation of reforming the original heating pipe network· was programmed by Visual Basic6.0based on the established evaluation method.In this paper, analysis of the reformation and reuse of one industrial area inTianjin as a project example was made. The evaluation relevant information of theheating pipe network was collected by researching the district comprehensively.Considering the level of current technology, three comparison programs ofreforming and reusing the heating pipe network were established. Using The valueevaluation of reforming the original heating pipe network· to evaluate, optimalprogram could be got. The result showed that the evaluation method established inthis paper was reasonable and could be used to guide the practice of reforming andreusing the original heating pipe network.
