In recent years, because of the rapid growth of the country's economic, China's transportation industry has made a great success. At the same time, the incidence rate of overspeeding, overloading and other violations of the law are also rising, which leads to traffic congestion, road and bridge damage, deterioration of the transport market and so on, which make the government monitor the speed and load of the vehicle become necessary. While the traditional vehicle monitoring system can not monitor the vehicle's load, so this paper proposes a vehicle monitoring system based on GIS and load measurement. It not only has the functions of the traditional vehicle monitoring system, but also solves the hard problem of monitoring the load of vehicle. Thereby, this system can reduce the harm caused by overloading.In order to monitor the position, speed and load of the vehicle accurately and incessantly, this paper designs a vehicle monitoring and managing system which is based on Beidou navigation system, GIS,vehicle load measurement, GPRS and other technologies. It is made up of Beidou navigation satellites, vehicle terminal, GPRS network and Internet network, Vehicle terminal, made up of Beidou navigation module and vehicle load measurement module, is responsible for measuring and transmitting vehicle location data and load data; GPRS network and Internet network are responsible for information exchange and data transmission; Live Communications Server in monitoring center is responsible for receiving and parsing the data from vehicle terminal, stores the valid data parsed in the database, and sends the data to the Web server, so thar users can get real-time ststus of vehicles by visiting the monitoring software deployed on the Web server.This paper introduces the research background and practical significance firstly, then studies the principle of Beidou navigation technology, GIS, vehicle load measurement technology, GPRS and other key technologies needed for this system, and then determines the total design scheme after analysising the system requirements, achieves the function of system communication and database access, describes the implementation process of the sofaware's main functions. Finally, by debugging and experiment, the system not only has the functions of the traditional vehicle monitoring system, but also has the function of monitoring the load of vehicle, which reaches the desired goal.
