With the rapid economic development, environmental pollution and resource scarcity is becoming increasingly severe, and environmental electric vehicles have become the main direction of the positive development of the car.Electric vehicle charging stations as energy supplement infrastructure of electric vehicles, in order to promote the development of the electric car industry and to ensure the convenience of the user charge, has important significance of their rational planning.The paper focuses on the interests of investment operator and user convenience as a research. Respectively according to the characteristics of urban traffic network and user residential area, electric vehicle charging station planning method were studied.First, the paper introduces the construction of electric vehicle charging infrastructure planning at home and abroad and the research status of charging station planning method, and also expounds the basic principle of the electric car charging infrastructure space layout planning and common charging facility location problem. After analysis of the influence of electric vehicle access to power grid planning, this paper summarizes the influence factors and influence index of charging station planningConsidering the electric vehicle charging stations planning in urban traffic network areas, a novel charging stations planning scheme based on Voronoi diagram and improved PSO algorithm is proposed. The method considers the impact of the traffic information, road network structure and user convenience, and simultaneously takes into account the interests of electric car users and investment operations side. The optimization model is established with the target of minimum cost of investment operations and user convenience. The Voronoi diagram and improved PSO algorithm are united to implement the automatic partitioning of service aeras. A numerical examples are used to verify the proposed method, the calculation results show that the scheme is practicable and effective.According to the planning problem of electric vehicle charging station of living area and business district, firstly, the number of electric vehicles of planning area is counted. Then each service area is generated by the Voronoi diagram, and the number of electric vehicles each service area is determined. And then the maximumwaiting time is bound to determine the configuration of a standard charger for each service area. Finally, the HS algorithm is used to automatically search the site and size of the charging station and to minimize all costs consist of the fixed investment,annual operating cost, the cost of time-consuming way to charging station and users' waiting-time cost. This method can effectively solve the problem of uneven distribution of the electric car of planning area, and the method is effective and practical.
