With the increase of traffic volume, adjacent construction for bridge and culvert closed to the existing line such as a newly-build line beside or crossing over or being underpass the existing line. The new structure must have some disadvantages on the existing line. Because of the bridge and culvert adjacent construction closed to the existing line has complicated construction procedure, great impact on surrounding environment, many uncertainty and vagueness factors, high security control requirements, lack of understanding and inadequate attention to risk management.All these lead to a particular high probability for accidents. So it is necessary to study on the risks of bridges and culverts construction, and establish safety evaluation system for timely discovering and preventing risks, controlling the occurring of accidents, ensuring the safety of bridges and culverts construction.Relying on the research subject“study and development on the automatic monitoring system of construction for bridges and culverts of operation railway”, on the basis of field investigation, combining with system safety engineering and risk management theory, the study made a systematic research about the risks of construction for bridges and culverts closed to the existing line through qualitative and quantitative approaches. The main content includes:(1) In this paper, bridge and culvert construction closed to the existing line process and its characteristics were introduced. In accordance with hazard identification procedure and method, hazards identification list and major hazards list were provided. Identify dangerous hazard with safety checklist checking the inspection unit. Fault tree analysis was adopted to analyze the typical accidents in the construction process, in which the minimum cut sets, the minimum path sets and structural importance were found. LEC evaluation method was used to evaluate the risk of these potential hazard dividing the risk level, identify major hazards and put forward corresponding control measures.(2) Determine the index systerm of bridge and culvert construction closed to the existing line. Risks of the project were evaluated by multi-attribute group decision-making based on clustering analysis, the analytic hierarchy process, and grey theory. A set of bridges and culverts construction project risk evaluation model was established. This evaluation model was introduced to calculate the risk value, and to determine the risk level. And some suggestions were put forward to avoid the risks.(3)System was completed considering the requirements of project safety management. System requirement analysis, system function structure were described. Finally, combining with visual development language of C# and SQL Server2008 database, safety evaluation system of construction for bridge and culverts closed to the existing line was developed in Visual Studio 2008 platform. The system modules and system function were introduced in detail.
