With the rapid development of air transportation industry, airspace system resources increasingly tense. Control sector traffic capacity becomes the important factor of the airspace resource utilization. In order to balance the contradiction between supply and demand of airspace resources and reduce the flight delay, the scientific and reasonable evaluation on the service ability of airspace system is very necessary. The evaluation on sector traffic capacity is the important basis of making scientific traffic management strategies and accurate control command, which has the vital practical effect.Firstly, this paper introduces the concepts about sector traffic capacity. The factors influencing sector traffic capacity, as well as influence conditions, were analyzed. The influence degrees were divided. The running scenes were built. Three basic parameters of air traffic flow were defined and calculated from the perspective of the traffic flow basic operation characteristics. Sector air traffic flow model was built, including FCFS local sorting model, aircraft-following model, air waiting model, diverting model.Then, considering the subjective and objective factors, two characteristic indexes of controller's workload and route network saturation were introduced. Sector traffic capacity model was established. Combing with mathematical model and system simulation, sector capacity evaluation method was proposed.Finally, combined with a typical domestic sectors verification, sector traffic capacity evaluation results and the influence of traffic flow to traffic capacity were analyzed. Results show that this research can be extended capacity evaluation connotation. It can provide a new idea and new method for the comprehensive sector capacity measurement.
