Urbanization in China has entered the era of stock regeneration and urban regeneration will be the main theme of urban development in the future.Cities can be considered as giant complex system,and urban regeneration is a comprehensive,globle,political and strategic system engineering.Urban regeneration in China lags behind that in the West in two aspects.In practice,lacking of value orientation,system regulation and neglecting the improvement of urban function lead to the systematic problems of cities unsolved.In theory,China is in defect of methodology though it has put forward advanced idea earlier.The root of urban regeneration theory and practice problems lies in neglecting the understanding of urban complexity and lacking effective tools to analyze urban complex system.In the 1990 s,John Holland of the Santa Fe Institute put forward the theory of complex adaptive system(CAS).Different from the early mechanistic system theory,the core idea of CAS is “adaptability makes complexity”,which subverts the traditional research approach.Besides,it is regarded as “the third generation system theory” and“the new science of the 21 st century”.The complex adaptive system(CAS)theory provides a new idea for understanding,controlling and managing urban complex system.Under the background of complex adaptive system(CAS),this paper uses complex adaptive system(CAS)theory as a tool and establishes the systematic urban regeneration model with adaptive regeneration,unit regeneration and system regeneration.Meanwhile,this paper also explores the scientific approach,technology optimization and implementation guarantee of urban regeneration.The main conclusions are summarized as following:Firstly,an analysis framework for urban complex system is built with the optimization of complex adaptive system(CAS)theory.It can be simplified into three dimensions with the assistance of the complex adaptive system(CAS)theory and the“seven basic characteristics”: adaptive agent,agent and agent,agent and system.Each of the three dimensions has its own emphasis.In the main agent dimension,it focuses on the adaptability,diversity and identification of the adaptive agent.In the dimension of agent and agent,it pays attention to the relationship between each other by studying flow,aggregation,internal model,non-linear interaction and building blocks.In the system dimension,the main point is to study the subsystem,the relationship between subsystem and the general characteristics of system.Secondly,the systematic urban regeneration model is built.Based on the three-dimensional analysis framework,urban regeneration is expanded from three dimensions of adaptive regeneration,unite regeneration and system regeneration.These three have their own emphasis and are related to each other,forming the organic“three-elements interaction” unity of the systematic urban regeneration model.Thirdly,the implementation paths of systematic urban regeneration are put forward.According to the “three-elements interaction” unity of the systematic urban regeneration model,nine implementation paths of urban regeneration from the three aspects above are put forward.It concludes people-oriented,progressive small-scale,functional integration,localized space shaping,public space creating,spatial symbiosis,microcirculation,systematic balance and structural optimization.These paths provide new ideas for theoretical research and practice of unban regeneration and also produce a scientific foundation and practical strategy for solving complex problems the urban regeneration faced.Fourthly,the technical system of systematic urban regeneration is optimized.The traditional urban regeneration technology is optimized under the guidance of complex adaptive system theory.Proper technology is being found from many existing technologies.The core technology system of systematic urban regeneration is built in order to realize the connection between the systematic urban regeneration theory and the practice of urban regeneration.Fifthly,this paper studies on the operation model and institutional system of systematic urban regeneration.From the two perspective of urban complex system and participants,the paper suggests that urban regeneration should resort to the combination of "top-down" and "down-top" patterns while taking into account the three levels of main agent,unit and system in order to optimize the interest relationship among the government,enterprises,residents and mobilize the enthusiasm of the three.Combined with practical experience at home and abroad,this paper establishes an institutional system from four aspects to ensure the healthy and sustainable development of urban regeneration.It consists of interest allocation mechanism,regulation system,management structure and operation specification and technical standards system.
