As the increase of steel production in metallurgical enterprises, molten iron transportation of railway locomotive operation is also increasing. Under the premise of how to ensure safety, How to improve the transportation speed and efficiency of the railway transportation locomotive has become the main goal of the enterprise's railway technology development. This paper analyzes and solves the key problems of the Train-Ground Integrated Control System for the metallurgical enterprise, finally developed a set of suitable for metallurgical enterprises Train-Ground Integrated Control System.Firstly, it analyzes the development of the Train-Ground Integrated Control System in China and abroad, and concludes that the system is not suitable for the use in the metallurgical enterprises. According to the production environment of metallurgical enterprises, the key problems which restrict the operation of the control system are summarized. Then put forward the design target and system structure for the Train-Ground Integrated Control System in metallurgical enterprises.Secondly, it analyzes the reasons for the inaccurate positioning of the locomotive, designs with the combination of the track circuit and the transponder to realize the accurate location of locomotive, which mainly includes:precise positioning principle, ground information collection system hardware configuration and software flow chart design. In the wireless data transmission part, according to the wireless local area network can solve the problem of digital transmission system principle, design a hardware network configuration of the wireless data transmission system.Finally, based on the accurate positioning of the vehicle system, the design of locomotive brake control classification scheme is designed. The system control principle and software control flow chart are designed. Then the information is transmitted to the dispatching room. Through the hardware configuration and software control design of the dispatching supervision and the management system, the integrated management of the information of the Train-Ground Integrated Control System is realized.Above all, this paper developed a suitable system for the Train-Ground Integrated Control System in metallurgical enterprise, and which don't depend entirely on the operation of the railway locomotive driver, which also ensure the railway locomotive speeding in a state are not across the block signal, to improve the metallurgical enterprises of railway locomotive transportation safety supervision level.
