The concept of smart power grids is becoming a social common understanding.It is safe, clean, economic, amicable and flexible, in general, while intelligent substation is the backbone and foundation, and it is also playing an important role in the strategy of State Grid Corporation of China, what's more, it stands for a developing direction of transformer substation construction. However, we are facing problems such as profession capability and complicated process operation, thus we ought to enhance engineering safety mass and management level as well as the process control and reengineering in a hard but efficient way.At present, Business Process Reengineering critical success factors research reaches to manufacturing enterprise, logistics enterprise, and also banks, hospitals and library, etc. Nevertheless, the applied research regarding intelligent substation construction among large state-owned enterprises is far more not enough, especially according to the survey, when the failure rate of process reengineering rises up to60%-80%, the research concerned makes it so much important thus before reengineering, a critical success factors study is very necessary to the power supply enterprise.Through the reference analysis and interviews, in the article, combined with the features of intelligent substation construction project and state-owned power supply enterprises, we figure out 20 critical success factors from 2 dimensionalities which are between project and enterprise, and design a survey accordingly. As a result, we collect 138 valid ones and do a statistic analysis and the conclusion shows that the most important factors are “the strong support from leadership” and the convenience we provide for those core customers including operators and maintainers of the substation, besides, the high quality power capability for the service of external customers also counts”, which are affecting the intelligent substation construction project and reengineering mostly. Eventually, by factor analysis of exploration, we divide 20 factors into 4 groups which include organizational structure reform,reengineering techniques, team support, enterprise strategy and guiding function of project objective.It is very important for us to be aware of the critical success factors as well asincidence of intelligent substation construction project and reengineering, on the other hand, relational proposals and countermeasures should be push out to work on it, and certainly it has huge guiding significance in the reengineering development, which is going to bring economic benefit and social benefit of related projects.
