With the rapid development of economy in our country, outdoor advertising has become one of the element in forming of urban image. Along with urban architecture, urban landscape, urban appearance, amenities, etc, it constitutes the image and character of the city. At present, the research of outdoor advertising planning in our country is lack of forming a system. Especially facing the rapid development of our city, placement and visual effect of many outdoor advertising has certain negative effect on our city. As a result, we are eager to put forward the creation theory of urban planning and design of outdoo r advertising under the new background.In this paper, starting with the relationship between outdoor advertising and the city, it puts forward the concept of “Urban Brand Card”. And under this background, it explores urban significance of outdoor advertising, presents the new principles of urban outdoor advertising planning and solves the problems of advertising planning control and management. According to the current situation of urban outdoor advertising in the placement of the city, it summarizes the technology of outdoor advertising and puts forward new technology, namely the design procedures and suggestions of horizontal density, spacial capacity and spacial intensity. At last, it summarizes and analyzes the design concept and techniques of architec tural technology and construction technology of outdoor advertising.In this paper, it constitutes a set of specific and capable to meet the need of the design theory for urban outdoor advertising planning and development from planning level to architectural design level, and it provides scientific evidence for other urban outdoor advertising planning and design in contemporary era.
