Coastal City Integrated Disaster Risk Management

Urban disaster risk management is a hot topic in today's international society, academia generally concerned.In the context of global climate change and the rapid development of urbanization in our country, urban disaster risk management is more highly valued by manage domestic scholars and government departments.Coastal cities are the areas assembled China's population economic and social resources,in the meantime,as is located at the junction of land and sea and the disasters‘ formation environment is more complex and unstable,they also possess the characteristic of widely variety of disasters, obviously chain effect,widespreadly influence and shortly disaster period.Therefore,the research of coastal cities about there urban disaster risk management has not only great practical significance to enrich disaster risk management theories and carry out management,but also provide a solid and reliable basis for China's new urbanization security building.This paper describes the meaning of the coastal city disaster systems and coastal city disaster risk system by means of systematology,and establish a logical relationship between the two system.On this basis, the overall framework of the coastal city integrated disaster risk management was put forward,namely the all-hazard ?the entire process and the circulation management modal belonged to the normal risk management,emergency risk management and crisis risk management.Urban disaster risk assessment is the core of normal risk management as well as the key to the city's comprehensive disaster risk management.This paper discusses the theories and methods of the comprehensive risk assessment of the coastal city,selection methods to build the index system and comprehensive analysis of GIS as this article's analytical tool to explain,build a coastal city evaluation index system of comprehensive disaster risk additionally.Then, selected the Binhai New Area as a case study,used of ArcGIS spatial analysis tools and statistical tools,combined index system to do a comprehensive risk assessment for Binhai New Area in order to identify its risk division, at the same time,to provide guidance for its planning and construction and disaster management.Finally,this article expanded the ways that using GIS to assess the information risk,came up with cutting-edge technologies like big date,web of things and internet,built disaster risk management module on the wise cities' comprehensive information platform,constructed intelligent urban disaster risk management system,that made the paper studies more timely and forward-looking.
