A First Study On The Risk Management System Of Building Heritage Prevention In Shenzhen

Through the problems in the protection and management of Shenzhen’s architectural heritage,the literature review of related theories and methods at home and abroad,the comparison and research of domestic and foreign cultural relics protection law and the related protection regulations,the paper will build a risk of architectural heritage evaluate system.By the system,the paper will produce a methods and measures for disaster risk management systems.This paper mainly draws the following conclusions:1)By studying the literature on domestic and international relevant theories and methods,compareing and studying the relevant domestic and foreign cultural relics protection laws and industry-related protection norms,and conditions of Shenzhen’s architectural heritage and the need for risk management,this paper will build theories and methods for risk assessment of architectural heritage.Four factors have been formulated for the risk assessment of Shenzhen’s architectural heritage: natural disasters,destruction of its own structure,man-made destruction and the issue of property rights.2)According to the four risk factors of the above risk assessment system,this paper will construct disaster prevention risk management mechanisms,including monitoring systems of disaster prevention and corresponding risk management methods.3)Through using the ancient city of Dapeng City(national protection unit)as an example,this paper will verify the effectiveness of building heritage disaster prevention risk management system in Shenzhen.According to the risk assessment of natural disasters in the ancient city of Dapeng City,this paper will formulate corresponding emergency plans and measures.According to the risk assessment of destruction of its own structure and indoor micro-environment in the ancient city of Dapeng City,this paper will formulate corresponding daily management methods.According to the risk assessment of man-made destruction and the issue of property rights,this paper will formulate management measures for property rights management and management measures for heritage protection education.The significance of this paper lies in: 1)Due to the fact that local governments are aware of the bias in the implementation of the Cultural Relics Protection Laws and related laws and regulations and the relevant industry regulatory system is not perfect,the establishment of a disaster prevention risk management system is the supplement and extension of the national cultural relic protection law.(2)The current research on the protection of heritage in China has not formed a specific management system for disaster prevention.Therefore,the development of disaster prevention risk management system is also very important for the protection of domestic architectural heritage.Value;3).By the conditions and risk management needs of Shenzhen’s architectural heritage,this paper will formulates scientific and effective risk management systems and measures.It is of practical value to the protection of disasters in Shenzhen’s architectural heritage.
